Comparison views by reference year

Comparison views by reference year set two year cycles side by side for each state file released in both: the coverage codes in each cycle, the agencies whose code changed and in which direction, fiscal channel status changes, operator silence count changes, and publication against identified population where the file supports it, with a national roll across the state files in both cycles, its comparability markers, and the constituent versions.
