Reading the Index is free and needs no account. A free account gives the full datasets and the data API under the license terms.
Every page of the Index, and every record's own downloads, are free to read and download with no account.
A free account gives the full datasets and the data API, under the license terms: free for public bodies, the public, press, researchers, disability organizations, procurement offices, and state accessibility programs, with attribution; commercial use, vendors included, under the license at the fee schedule in force. Alerts are a subscription on the same terms for every category.

Your data
Account data (your name, organization, category, email address, intended use, license, key, and alert choices) is used only to give access to the data, to manage licenses, and to send alerts. It is never published, with one exception: while a vendor's alerts subscription is active, the organization name and the date the subscription began are shown on that vendor's page.
Each download and API call is logged with the account and the first characters of the key, and the log is deleted after 180 days. Deleting the account removes it and its details and leaves the log rows without any link to you.
