Every page of the Index, and every record's own downloads, are free to read and download with no account.

A free account gives the full datasets and the data API, under the license terms: free for public bodies, the public, press, researchers, disability organizations, procurement offices, and state accessibility programs, with attribution; commercial use, vendors included, under the license at the fee schedule in force. Alerts are a subscription on the same terms for every category.

The first four are free once your address is confirmed. A public body, procurement office, or state program on a governmental domain, or on an official domain the Index lists, can use the data at once; any other free choice waits for an administrator to confirm it. An address on the domain of a vendor in the Index is registered as that vendor. Vendors and other commercial use need a license set by an administrator.

The state agency responsible for the education of Deaf and hard of hearing students.

A commission or coordinating body

A state commission, council, or coordinating body for Deaf, DeafBlind, and hard of hearing people.

A school for the Deaf

A state or independent school for the Deaf.

A university or research body

Research or teaching at a university, college, or research body.

媒体

Reporting for publication or broadcast.

A Deaf-led or disability organization

An organization led by Deaf people, or a disability organization.

Another institution

A public body, library, foundation, or other institution not named above.

A commercial user

Use in a product, a service, or client work that is sold.

Email address

A link to confirm it is sent there. You sign in with links sent to this address.

How you intend to use the data

License terms, version 1.1

Reading needs no account. A licensed file and a free summary carry the same figures. The license permits use with attribution and forbids redistribution of the files; commercial use requires the commercial license. Fees are fixed, issued on request, and not negotiated by entity size; the reduced rate and the public-purpose extract are defined products and not discounts.

The category you choose is your own statement about who you are and how you use the data. If it does not describe your account, its free access ends. The publisher may reclassify any account; reclassifying revokes the account's API key and ends any alerts subscription, and the account is told by email.

Your data

Account data (your name, organization, category, email address, intended use, license, key, and alert choices) is used only to give access to the data, to manage licenses, and to send alerts. It is never published, with one exception: while a vendor's alerts subscription is active, the organization name and the date the subscription began are shown on that vendor's page.

Each download and API call is logged with the account and the first characters of the key, and the log is deleted after 180 days. Deleting the account removes it and its details and leaves the log rows without any link to you.
