Accessibility statement

This site is held to the standard it documents in others.

The Index records what institutions publish, so it publishes the same of itself: the standard the site claims, the conformance report for the site's plugin and theme, a coordinator contact, a complaint route, and a barrier-report route, in the fixed format the Accessibility Governance Record uses for every entity.

Conformance report

The plugin and the theme

The conformance report for the site's plugin output and theme, with the date and the method of evaluation, is published here and updated at each release of the plugin. It states what was evaluated, by whom, against which standard, and what is known not to conform.

The page address, what you were trying to do, the assistive technology or browser you used, and what happened. Reports are logged and answered.

Conformance report for the pages this plugin draws

Product: ndedi-register version 0.1.0 on the shared core of agr-register: the pages and components drawn on ndedi.org. That is the state, version, and files pages; the national, baseline, register, and calendar components; the method, archive, and corrections register pages; the forms, register views, charts, tabs, status panels, citation blocks, and signed-language summaries placed in the site's page templates; and the admin screens.

Standard targeted: WCAG 2.2 Level AA (PMT-004 section 4.7).

Report date: September 14, 2026.

Method of evaluation, stated plainly. Design and code review of the markup, styles, and scripts against each success criterion below, by the sessions that built the plugin. The shared core (register views, charts, tabs, forms, citations) is agr-register's code, reviewed for that plugin's own report; the Index's layers were reviewed on their own. The pure test suite renders the site layer's slots with stand-ins for WordPress and checks the markup and the word rules; that is a check of the code, not of use. The output has not yet been:

  • rendered in a browser against a live WordPress install;
  • checked with an automated tool;
  • operated with a keyboard in a browser;
  • tested with a screen reader, at 400 percent zoom, or in forced colors;
  • tested with people who use assistive technology, including Deaf signers watching the signed-language summaries.

Every "Supports" below therefore means "supports by design and review, not yet verified in use". This report is reissued after browser and assistive technology testing, with the date and the method.

Scope limits. The site's theme (ndedi-theme), its header, footer, and skip link, and the ncg-core page templates are outside this report; they carry their own. Content inside release packages (narrative HTML, quotations, comments) is shown as released and is outside the plugin's control beyond sanitizing it. The signed-language videos, their captions, and their transcripts are supplied in Settings; the plugin cannot judge their content.

Levels used

  • Supports (by review): the design meets the criterion; not yet verified in use.
  • Partially supports (by review): some output meets it and the gap is named.
  • Not applicable: the plugin produces no content of that kind.
  • Not evaluated: outside what review can establish.

Known gaps to close before this report is reissued

  1. Render every page type on a live install and test with a keyboard, with VoiceOver and NVDA, at 400 percent zoom, and in Windows contrast themes.
  2. Test the state page under each access tier: without an account, and with a licence for that state and for another state.
  3. Watch each signed-language summary with its captions and transcript, with Deaf reviewers.
  4. Confirm the national and baseline tables and the District Coverage table reflow at 320 pixels.
  5. Run an automated checker over each page type and record the tool and version here.
Features and known limitations

What the site does and what it does not yet do

Text first, keyboard everywhere, and nothing that only lives in a PDF or a spreadsheet.

Text first

Every state page, table, and method document is served as text with header cells and captions; the workbook is a download, never the only form of a figure.

Keyboard and screen reader

Every control is operable by keyboard with a visible focus indicator; pages are usable at 400 percent zoom; the skip link is the first focusable element.

No motion, no trackers

No autoplay, no motion that cannot be stopped, and no third-party trackers or analytics that identify a reader.

Signed language

A signed-language summary of the method and the process is published on the process page; further signed-language content is added as it is produced.

Known limitations

Listed here as they are found, with the date and the planned fix, and never removed until fixed.
