每个州有一份文件，从阿拉巴马州开始按字母顺序编号，每个发布的版本都保留一个永久性网址，以便引用始终指向发布时的数字。州页面只有在其所提及的州级机构收到通知且十个工作日的窗口期结束后才会发布。
