States

Fifty-one jurisdictions, one file each, every version permanent.

Each state has one file, numbered in alphabetical order from Alabama, and each released version keeps a permanent URL so that a citation always points to the figures as released. A state page is published only after the state-level bodies it names have received notice and the ten business day window has closed.

The jurisdictions

By file number

Fifty states and the District of Columbia, by file number, with status, current released version, baseline label, and the next scheduled re-audit. Default order is by file number; sort order is not a ranking.

Where each state file stands Each jurisdiction by the stage of the work, not a finding; the map does not compare one state with another. A state released on this site opens its page; any other shows its row in the table below, which lists every jurisdiction.

A state page

How to read one

The order never changes

A state page is rendered from the release package for that version and from nothing else. The sections follow the narrative profile's fixed order, adapted only where a state's structure requires it, with the adaptation stated.

Sections of a state page
SectionWhat it carries
Opening line and disclosureFile number, compilation date, publisher of record, the baseline label, the evidence standard in the series formulation, and the disclosure block, even to state that there is nothing to disclose
Summary of findingsThe findings a reader must not miss, with the summary measures: coverage tallies by code and by entity type, the operator silence counts, and publication against identified population where the state's data supports it
Governance and legal frameworkThe statutes and rules, quoted verbatim with retrieval dates; the eligibility rule and any audiometric threshold; interpreter standards; language acquisition legislation
The state school or schoolsOperating authority, statutory basis with operative language quoted, funding mechanics, enrollment, residential terms, admission criteria verbatim, leadership, accreditation, and the Deaf and blind boundary decision
Communication and language approachPublished philosophies quoted verbatim
Outreach, early intervention, and coverage beyond the campusThe statewide layer and the regional and cooperative layer
Local education agenciesWhat every district in frame publishes, one coverage code per agency, with the evidence note and the source
The private sector and the market layerListening and spoken language providers and private placements; vouchers, scholarships, and education savings accounts, including repealed instruments
Data, and what the state does not measureEvery state-level indicator with year and source, and the statement of what is not published
Fiscal allocation and legislative contextOne row per funding channel with amount, fiscal year, instrument, and citation
Open items, notice and correction, sourcesWhat remains unresolved; the bodies noticed, the date, the route, the responses, and every resulting change with its direction; every source, numbered, with access dates
