Each state has one file, numbered in alphabetical order from Alabama, and each released version keeps a permanent URL so that a citation always points to the figures as released. A state page is published only after the state-level bodies it names have received notice and the ten business day window has closed.

How to read one
The order never changes
A state page is rendered from the release package for that version and from nothing else. The sections follow the narrative profile's fixed order, adapted only where a state's structure requires it, with the adaptation stated.

The same figures either way
The state page shows the summary figures, the coverage tallies, the state indicators, the fiscal totals by channel, the method, the register, the DOI, and the correction route to every reader without charge, and individual district coverage rows are viewable on the page. The full narrative, the workbook, and the verification trail are the licensed file, available under the state file license, to State Partners, and under the national license. A licensed file and the free summary carry the same figures; the tier changes what a reader can download, never what the Index says.
NONE FOUND is a statement about publication, not about service delivery.
Obligations under IDEA are not evidence of a program.
Comments, re-audits, and retractions
Where a body named in the file has commented, the comment appears under the element it concerns, verbatim, with its date and the Index's three-part response, as a dated addendum to the version. The next scheduled re-audit date is shown on every state page. Where a version has been retracted, a retraction notice at the top of that version's permanent page links to the corrected version; nothing is deleted.
Every state page carries the standing correction route, open to every body named in the file, including every local education agency.
