Nevada has never built a school for deaf students. From 1956 the state paid to send a deaf or blind child to a school in another state when the child's own district could not teach the child, but the law that did this was repealed in 2016 and never replaced, and no one now publishes whether any child is still placed out of state. In place of a school, Nevada has two county programs that teach deaf students. Clark County, in Las Vegas, runs a Deaf and Hard of Hearing Program with both spoken-language and sign-language settings, interpreters, and audiologists.
Washoe County, in Reno, provides hearing services with direct instruction and a district audiologist. Three more districts mention hearing only in passing, and fifteen units publish nothing about it, including the state agency that oversees charter schools. Nevada is unusual because it reports how many deaf students each district has: about 553 deaf or hard of hearing students statewide on the count used here, most of them in Clark and Washoe, with many small counts hidden to protect privacy.
Nevada sets a clear standard for the interpreters who work in its schools and keeps a statewide list of them, but it trains few teachers of the deaf and has no program in the state to prepare them. A state commission has asked lawmakers to study or build a deaf school, and volunteers have drafted a plan for one, but no lawmaker has taken it up. Who teaches a deaf child in Nevada's smallest counties is not published by the county, by the state, or by anyone.

Counted in both directions for each statewide provider: the provider's own published count, and the agencies in frame that name the provider as a Deaf and hard of hearing service mechanism, named outright.
As of September 28, 2026, the release date of this version.
Of 553 pupils identified with hearing impairment statewide on the baseline, 408 sit in a unit that both operates a deaf program and publishes its count (Clark). At the wider unit-cell level, the share of the statewide count carried in any published unit cell (program or not) is 451 of 553 (81.6 percent) on the baseline (Clark 408 plus the State Public Charter School Authority 43, which operates no program) and 525 of 544 on the 2025 comparison year (Clark 406, Washoe 55, State Public Charter School Authority 42, Lyon 12, Elko 10). The state suppresses a unit cell of nine or fewer with an asterisk, so most rural units' entire hearing-impairment count is a suppressed cell.
As of September 28, 2026, the release date of this version.
Each unit with an identified count the state publishes or suppresses, with its coverage code, so the measure above can be recounted from the file. A mark such as an asterisk is the state's suppression mark, as published; an empty cell is a count the state does not publish for the unit.

Every row is viewable here, as the District Coverage rows are.
| Indicator | Value | Year | Source | Note |
|---|---|---|---|---|
| Placement criteria and IEP communication considerations | the IEP team 'shall consider' the pupil's primary language and mode of communication, opportunities for direct communication with peers and personnel, and opportunities for direct instruction in that language and mode; a 2019 amendment extends the duty to children under six | 2026 | Source 6 | NRS 388.437. No regulation imports these into the IEP form or requires a communication plan; NAC 388 was read in full and carries none. |
| Hearing-impairment eligibility (audiometric gates) | deaf at an average hearing threshold of 92 decibels or more; hard of hearing at 30 decibels or more; either threshold is sufficient on its own; deaf-blindness opens at 26 decibels with a vision criterion | 2026 | Source 6 | NAC 388.390; NAC 388.427. |
| Educational environments, hearing impairment (by category) | of 518 school-age pupils with hearing impairment in SY 2024-25: 307 in regular class 80 percent or more of the day (59.3 percent), 108 at 40 to 79 percent, 99 at less than 40 percent, 0 in a separate school, 0 in a residential facility, 1 homebound, 2 in a correctional facility, 1 parentally placed in a private school; 22 of 35 preschoolers in a separate class | 2024-25 | Source 2 | The state publishes environments only at all-disability level (indicator 5A, 59.61 percent); the by-category read is the federal IDEA Section 618 file. No Nevada pupil with hearing impairment was in a separate or residential school. |
| American Sign Language as world-language credit | ASL does not satisfy world-language credit under rule: NAC 389.046 defines a world language as 'any spoken language other than English'; AB 247 (2025) section 3 would have changed NRS 389.520 and failed | 2026 | Source 8 | The commission's request for statutory recognition is a request to change the rule. |
| Language and literacy development report (LEAD-K-type law) | reports posted for CY2020, 2021, 2022 and 2024, for ages birth to three only, without disability disaggregation and without the comparison group the statute requires; the CY2024 report counts 140 children | 2024 | Source 9 | NRS 388.5155 to 388.5195. The statute says 'on or before July 31'; the CY2022 report quotes February 15 (conflict recorded); no parent resource was found. |
| Identified population by agency (baseline) | on the 1 October 2024 baseline only Clark (408) and the State Public Charter School Authority (43) publish a hearing-impairment cell; every other unit's cell is suppressed; statewide 553 | 2024-10-01 | Source 1 | Nevada publishes its child count to unit level by disability, uniquely in the series so far. |

The channels at FRM-003, each with its status. Amounts are as published, nominal, and marked enacted or appropriated; they are not added across channels, and no per-pupil figure is computed.
| Channel | Status | Amount | Fiscal year | Enacted or appropriated | Instrument | Citation | Note |
|---|---|---|---|---|---|---|---|
| Named appropriation / budget line | Not applicable | n/a | Not stated | state appropriations acts swept for a named deaf-education line; none exists because Nevada operates no state school for the deaf | SB 500 (2025) read in full; former NRS chapter 395 (repealed) | Nevada has never operated a school for the deaf, so no deaf school appears by name in an appropriations act. The nearest named instrument was the 1956 out-of-state purchase program (former NRS chapter 395), whose operating sections SB 508 (2015) repealed effective 1 July 2016. There is no named deaf-education appropriation to record. | |
| General formula funding (Pupil-Centered Funding Plan) | Populated | 2025-26 and 2026-27 | Enacted | Pupil-Centered Funding Plan statewide base per pupil with weights of 0.45 for English learners, 0.35 for at-risk pupils and 0.12 for gifted pupils, and no weight for any disability | SB 500 (2025); NRS 387.121 to 387.1214 | Base per pupil 9,416 dollars (2025-26) and 9,486 dollars (2026-27). The formula reaches the county school districts, where deaf and hard of hearing pupils are served; Nevada operates no state school for it to reach. Special education is funded outside the weighted tier (the mechanism below). | |
| Special education funding mechanism | Populated | 2025-26 and 2026-27 | Appropriated | a statewide multiplier for pupils with disabilities, limited to actual enrollment not to exceed 13 percent of total enrollment (half the multiplier per pupil above 13 percent), financed from the Account for State Special Education Services | NRS 387.122; SB 500 (2025) section 8 | SB 500 section 8 appropriates 257,566,256 dollars (2025-26) and 262,431,514 dollars (2026-27) to the Account: 256,066,256 and 260,931,514 dollars transferred for the subsection 1 multiplier, 1,500,000 dollars each year for the above-13-percent multiplier, and 2,000,000 dollars each year from non-General-Fund money. No weight, category or set-aside attaches to hearing impairment, deafness or low-incidence disability; the per-pupil value of the multiplier is NOT PUBLISHED. | |
| High-cost / catastrophic aid | Populated | from 2016-17 | Enacted | the Account for State Special Education Services reimburses extraordinary program expenses and related services for pupils with significant disabilities whose costs exceed the district's or charter's available funding | NRS 388.5243; NAC 388.319, 388.323 | The reimbursement is the surviving section of the former out-of-state purchase-statute range. No threshold, reimbursement rate, or deaf-specific draw is published; whether a residential or out-of-state placement draws on it is NOT PUBLISHED. | |
| Federal flow-through | Not published | Not stated | IDEA Part B and Part C allocations to Nevada; the federal deaf-blind project grant to the Nevada Dual Sensory Impairment Project | IDEA; NDSIP at the University of Nevada, Reno | The IDEA Part B and Part C allocations were not obtained this run and no deaf-specific portion is identifiable. The federal deaf-blind project grant amount and cycle for the Nevada Dual Sensory Impairment Project are NOT PUBLISHED. | ||
| Interagency, tuition, and residential mechanics | Populated | n/a | Not stated | the dormant out-of-state residential-placement framework (application, selection, state payment, transport) surviving in regulation while its enabling statute sections stand repealed | NRS 388.5223 to 388.5243; NAC 388.460 to 388.488 | The 1956 purchase program let a district that could not educate a deaf or blind child apply to place the child in another state's school at state expense; SB 508 (2015) repealed the operating sections effective 1 July 2016, leaving NAC 388.460 to 388.488 describing an application, transport reimbursement and annual certification that cite repealed sections. Whether any Nevada child is placed out of state today, and who pays, is NOT PUBLISHED. | |
| The market layer | Populated | annual | Enacted | Nevada Educational Choice Scholarship Program (tax-credit scholarship); disability appears only as a reporting category, never as an eligibility or award factor | NRS 388D.270 to 388D.296; NRS 363A.139; SB 460 (2025) | Credit cap 6,655,000 dollars per year; grants up to 7,755 dollars for households at or below 300 percent of poverty. Participation by disability is unknown (Department of Taxation reports not located). Education savings accounts (SB 302, 2015) were enjoined in Schwartz v. Lopez and no such account operates. | |
| Capital | Not applicable | n/a | Not stated | state capital and construction acts swept for a deaf-school project; none attaches because no state school exists | none located | Nevada operates no state school for the deaf, so no construction, renovation or campus line attaches to one. The 2026 commission draft bill proposes a 20,500,000 dollar appropriation for a Nevada School for the Deaf; it has no bill draft request number and no sponsor, and is recorded as a proposal, not an instrument. | |
| Oversight trail (FRM-003 section 4) | Populated | 2016 to 2026 | Not stated | Legislative Auditor and Department of Justice indexes swept for the commission, the interpreter program, the special education function and the charter authority | Nevada Legislative Auditor report indexes 2016 to 2026; the five 2026 charter authority audits | No Legislative Auditor report touches the commission, the Division's interpreter program, or the Department's special education function; no Department of Justice educational-opportunities case names a Nevada district. The five 2026 audits of the State Public Charter School Authority concern class sizes, engagement, educational strategies, procurement and the accountability report, none deaf-specific. | |
| Adjacent channel: assistive technology (hearing aids) | Populated | from 1 January 2020 | Enacted | the Aging and Disability Services Division supplies a hearing aid at no charge to a hard-of-hearing child under 13 in a low-income household | SB 203 (2019) | No charge to the family; no dollar figure or count published. Recorded as an adjacent channel because it is public money reaching hard-of-hearing children outside the education formula. | |
| Adjacent channel: commission and interpreter access funding | Populated | ongoing | Enacted | the commission and the Communication Access Services program are funded from the telecommunications surcharge account | NRS 427A.797 | No dollar figure for the education-facing share is published. Recorded as an adjacent channel because it funds the interpreter registry and access services that reach K-12. |

The frame is the twenty local educational agencies the Nevada Department of Education counts in its 2025-26 directory and its IDEA child count: the seventeen county school districts, the State Public Charter School Authority, the University unit (Davidson Academy) and the Correctional unit (Independence High School, Nevada Youth Training Center). The charter organizations the Authority and the districts sponsor are a class carved out of the frame under NRS 388A.088 and swept for deaf and hard of hearing content, not counted as units.
| Class | Count | Basis |
|---|---|---|
| Charter schools (State Public Charter School Authority- and district-sponsored) | 63 | NRS 388A.088: the sponsor is deemed the local educational agency for its charter schools, so the charter organizations are a carved-out class, not units. Swept as the carve-out on 27 September 2026: 61 NONE FOUND, 2 NOT OPERATING (Nevada Prep, Sage Collegiate). |
| Early-learning and pre-kindergarten-only rows in the directory | 0 | Carried in the directory but not counted as local educational agencies; none provides a deaf program (v1.0 finding, re-verified). |
Deaf-blindness is carried where the state's child count and the Nevada Dual Sensory Impairment Project name it; the state's 1 October 2024 count is 10, the NCDB 1 December 2024 count is 120, and the two are recorded side by side and never reconciled because they rest on different definitions.
Every normalization applied in this run: the FRM-004 set and the state's own standing false positives, as the file records them.
Four limitations bound this run. The Nevada Early Intervention Services (Part C) pages are robots-blocked to the harness fetch and were not read in the rendered browser, so the established-conditions rule and the transition at three are a retrieval gap. The Department's IEP form was not read, so how the consideration duty of NRS 388.437 sits on it is not established. Most by-district hearing-impairment cells are suppressed by the state, so the baseline publication measure rests on the two published cells (Clark and the State Public Charter School Authority) against the statewide total. The IDEA Part B and Part C allocations were not obtained, and the Department of Taxation's tax-credit scholarship reports could not be located, so participation by disability in that program is unknown.
Novara Consulting Group LLC, the publisher of the Index, has no financial, partnership or funding relationship with any Nevada body named in this file. On 29 September 2026 the publisher met the Executive Director of the Nevada Commission for Persons Who Are Deaf and Hard of Hearing (Aging and Disability Services Division) about the Index and its funding; the Commission is recorded as a prospect contacted, no agreement or payment exists, and the meeting changed nothing in this file. In the correction process for v1.0 the program lead, Heather M. Grizzle, corresponded with the Nevada Commission for Persons Who Are Deaf and Hard of Hearing (Aging and Disability Services Division, 21 September 2026) and with the Governor's Office, Boards and Commissions (17 and 18 September 2026) about the vacant deaf-member seat and the dissolved Nevada Association of the Deaf seat; these are correspondence in the ordinary correction process, not a relationship, and they produced the v1.1 corrections carried into this version.

September 28, 2026, cause: re-audit
Re-audit and upgrade. The twenty in-frame units re-read from source on 27 September 2026 (attempt one) and the charter carve-out re-swept; the codes held unit for unit. Identified-population figures re-anchored to the 1 October 2024 baseline (D-032) with 2025 beside them. Data modules rewritten to the schema 1.3 contract and validated through the generic adapter. Evidence notes moved into the workbook for every unit (D-052). The v1.1 corrections (Nevada Association of the Deaf dissolved, seat held by Lee Bullock; deaf-member seat vacant) carried into the record.
September 6, 2026, cause: first release
First processed. Compiled 6 September 2026 as the fifteenth fully conforming file: frame of 20 in-frame local educational agencies with the 63-organization charter carve-out under NRS 388A.088, two published programs (Clark, Washoe), the publication-against-identified-population measure run for the first time from the state's own by-district child count, the fiscal channels, the interpreter registry, reconcile.py and the STD-003 checklist. No release package or report was built on it.
