National Deaf Education Data Index, New Jersey state file version 2.0, SY 2025 (School Year 2024 - 2025), released October 7, 2026, DOI 10.5281/zenodo.23254321, https://www.ndedi.org/states/nj/v2.0/
New Jersey educates its deaf and hard of hearing students in many places at once. The state runs one school for the deaf, the Marie H. Katzenbach School in West Trenton, founded in 1883, which enrolled 94 students in the 2024-25 school year, is budgeted for fewer than ninety after that and, according to the Governor's budget, ended its residential program in 2026 even though the school's web pages still describe one. Four other programs share the state's designation as regional centers: the Bergen County Special Services continuum in Paramus, the Gloucester County Special Services programs in Sewell, and the Lake Drive School in Mountain Lakes, which opened in 1969 as a day alternative to the state school.
Beyond them, the Department of Education lists classroom programs in about a dozen districts, from Newark's Bruce Street School, open since 1910, to a high school program in Berkeley Heights and a vocational program in Passaic County, plus three private schools and several itinerant services that send teachers of the deaf into ordinary schools. In the 2024-25 school year the state counted 1,311 students aged five to twenty-one with an auditory impairment classification and 19 who are deafblind; almost half were in general education classes most of the day. We read the website of every one of the 696 public school units in the state.
Twenty-two publish a program or named deaf education staff, about seventy mention deaf or hard of hearing students only in a screening schedule, an eligibility list or a link to a state document, and the rest publish nothing on the subject. Where a district says nothing, its deaf students are still counted and still served somewhere; the state's own figures simply do not show where.

Of 1,311 pupils classified Auditory Impairment statewide in 2024-25, 155 (11.8 percent) sit in a unit that both publishes a deaf or hard of hearing program on its own site or on the Department's list and has a published count. The measure understates the programs' reach by construction: the state publishes no count for the five regional providers, suppresses the cell of seven program units, and prints an unsuppressed Districtwide count for 390 of 650 district rows (summing to 818) against the statewide 1,311, leaving 493 pupils in 260 suppressed cells. No suppression rule is published; unsuppressed values include 58 values from 1 to 9, so the rule is not a simple threshold.
As of October 7, 2026, the release date of this version.
Each unit with an identified count the state publishes or suppresses, with its coverage code, so the measure above can be recounted from the file. A mark such as an asterisk is the state's suppression mark, as published; an empty cell is a count the state does not publish for the unit.
Showing 433 to 456 of 648 units, ordered by Agency name, ascending.
Sort order is not a ranking. The default order is by agency name; the counts are not sortable.

| Language and literacy development law (LEAD-K-type) | no language acquisition statute of the LEAD-K type is enacted; the 2019 legislation created the Working Group on Deaf Education (reported 2019) and the Deaf Student's Bill of Rights, and the Department publishes a Language Acquisition Rating Scale and end-of-year rating reports for preschool children; A2456 and S2242 (2026-2027) are pending | 2026 | Source 42 | Believed fact 6 stands. The frame is every unit the New Jersey Department of Education counts as a local educational agency in its School Directory of 5 October 2026, read with the Common Core of Data 2024-25 beside it: 537 operating school districts, 16 districts operating no school, 8 county special services school districts, 10 educational services commissions, 3 jointure commissions, 21 county vocational school districts, 84 charter schools, 3 renaissance school projects (listed in the Public Schools file under their own district codes), the Marie H. Katzenbach School for the Deaf (a state operated agency with a directory row) and the 3 state agency education units CCD carries with rows in the state's own count, 686 units in all, plus the 2 charter schools the CCD still lists whose charters the Department revoked effective 30 June 2025 and the 8 county juvenile detention centers the CCD carries as state operated agencies (ruled in frame by the owner on 8 October 2026; carried as the CCD lists them, juvenile justice education not being a surveyed sector at this version): 696 rows. Each charter school and renaissance school project is its own unit because N.J.A.C. 6A:14-1.3 makes its board of trustees the district board of education for special education. Every row was read on its own website in the rendered browser on 5 and 6 October 2026, the directory's website field compared with the host read (D-043), and every keyword hit reviewed by the compiler against its capture.
| Class | Count | Basis |
|---|---|---|
| Approved private schools for students with disabilities (in state) | 134 | Private receiving schools under N.J.A.C. 6A:14-7.1(a), not local educational agencies; swept through the Department's directory and its deaf education program list, with the three deaf-serving schools the list names (Summit Speech School, The Center for Education, First Children) carried as entities. |
| CCD rows for consolidated or closed districts | 5 | The three Monmouth districts consolidated into Henry Hudson Regional and the two consolidated into Greenwich Stow Creek Regional are predecessors, not units; the successors are in the frame. |
| Schools within units (the Public Schools file) | 2,524 | Schools are not units; the file was used to name the deaf and hard of hearing schools and programs within units (the Bergen continuum, Bruce Street, Lake Drive, the two Katzenbach schools) and to supply the renaissance projects. |
Deaf-blindness is carried where the state's count names it: 19 pupils classified Deaf-Blindness in 2024-25 (21 in 2022-23, 23 in 2023-24), with 16 districts showing Deaf-Blindness as a student group in the environments table. The New Jersey Center on Deafblindness keeps the federal registry on a different definition; its count was not on the pages read and is not reconciled with the state's classification count.
Every normalization applied in this run: the FRM-004 set and the state's own standing false positives, as the file records them.
Six limitations bound this run. First, the statutes were read late and from a compilation: the Legislature's hosts were closed to every route on 5 October, and the full-text compilation (STATUTES-TEXT.zip, the owner's download of 8 October under D-050) was read after the coding was done, so the statute texts confirm or correct the believed citations (N.J.S.A. 18A:61, 18A:46-2.7 to 2.15, 18A:46-13, 18A:46-29, 18A:36A, 18A:36C, 18A:7F-55, 18A:6-52, 18A:54-1, 34:1-69.1 et seq.) rather than having guided the reading; the Title 26 newborn screening act was not cut and stays on the Department's rules. Second, the closure read is a keyword screen over the pages the probe reached (a per-unit page cap of about twenty pages from the home page and the special services paths), so a program published deep in a site or inside a PDF the probe did not open can be missed; the seeded reads of the Department-listed units and the hit-rich units reduce but do not remove this. Third, six units remain NOT VERIFIABLE after two attempts and are not attempted again in this run under D-040 (East Orange Community Charter, Clinton-Glen Gardner, Middlesex Borough and Upper Pittsgrove, whose hosts did not answer on either day; the Bergen and Burlington county juvenile detention centers, which have no website in any source); three more non-operating districts whose hosts also failed are coded NOT OPERATING on the directory, CCD and ACFR instruments. Fourth, the state suppresses 260 of 650 district Auditory Impairment cells with no published rule and publishes no count for the regional providers, so the publication measure is a floor. Fifth, the Bergen County Special Services Blackboard pages rendered as thin shells in the probe and were read through the seeded Department pages and the district's own program pages; the Union College catalog was captured as rendered text because its host is http-only. Sixth, no Internet Archive lookup was run in this run (the archive status file is empty), so every source rests on the compiler's captures and digests alone.
