National Deaf Education Data Index, Louisiana state file version 2.0, SY 2025 (School Year 2024 - 2025), released October 9, 2026, DOI 10.5281/zenodo.23256609, https://www.ndedi.org/states/la/v2.0/
Louisiana runs its deaf education through a state agency called the Special School District, which has its own board, no power to tax, and is paid for directly by the state. The district operates the Louisiana School for the Deaf in Baton Rouge, a residential school that teaches in American Sign Language and English and counted 76 students in October 2025, together with the Louisiana School for the Visually Impaired on the same campus and the special education programs inside state facilities.
The school's outreach arm offers free early intervention to families of deaf children from birth to five and support to school districts, with four regional instructors. In the 2026-27 state budget the deaf school stops being its own budget line: its program, the blind school's and the shared administration are merged into one program at about 37.6 million dollars for the whole district. The federal count for fall 2024 found 959 Louisiana children with a primary classification of hearing impairment and 17 who are deafblind; the state itself publishes no count by category, only percentages that are blanked below five percent.
We read the websites of all 162 school systems and charter sponsors. Fifteen publish their own deaf or hard of hearing teachers, programs or services, and the district itself publishes the state school. Thirty-two mention deaf or hard of hearing students only in an eligibility list, a screening form or a policy. The rest publish nothing on the subject, and none names the state school or its outreach arm as its provider. Louisiana also has two different rules for who may interpret in a classroom, one from the education board and a stricter one from the Commission for the Deaf, and no college in the state prepares teachers of the deaf.

Every row is viewable here. The workbook with every sheet is part of the licensed state file.
Counted in both directions for each statewide provider: the provider's own published count, and the agencies in frame that name the provider as a Deaf and hard of hearing service mechanism, named outright.
No agency in frame names this provider.

The state does not publish counts by agency, so this measure is not reported; it is never supplied where the state does not publish them (FRM-005 section 3).
The FRM-002 measure is not supported for Louisiana. The numerator cannot be formed because no agency-level identified count exists; the statewide 959 (federal) is the only denominator. What can be said is that the federal file places 67 school-age pupils with hearing impairment in a separate school and none in a residential facility in fall 2024, that the Louisiana School for the Deaf counted 76 pupils on 1 October 2025 and on 1 February 2026, and that fifteen local education agencies publish their own deaf or hard of hearing staff or program on their sites while none publishes a count.
| Indicator | Value | Year | Source | Note |
|---|---|---|---|---|
| Identified population, hearing impairment and deaf-blindness (federal 618, fall 2024) | hearing impairment 959 (876 school age, 83 early childhood); deaf-blindness 17 (11 school age, 6 early childhood) | 2024-25 | Source 8 | The state-level federal file as a byte original. The state publishes no count by category (source 6 prints suppressed percentages). |
| Educational environments, hearing impairment, school age (federal 618) | of 876 pupils aged 5 to 21: 608 inside regular class 80 percent or more of the day, 130 at 40 to 79 percent, 68 under 40 percent, 67 in a separate school, 0 in a residential facility, 3 homebound or hospital, 0 correctional, 0 parentally placed in private schools; early childhood 83: 12 separate class, 3 separate school, 5 service provider location, 2 home, 26 in another location at least 10 hours, 23 under 10 hours, 10 in a regular early childhood program at least 10 hours, 2 under 10 hours | 2024-25 | Source 8 | 67 of 876 (7.6 percent) in a separate school and none reported in a residential facility, though the Louisiana School for the Deaf is a residential school with 76 pupils on 1 October 2025; the state's placement of the school's pupils in the federal environment categories is not published. |
| Identified population by agency (publication measure) | NOT PUBLISHED | 2024-25 | Source 6 | SpedBook Table 6 prints the percent of pupils with disabilities by category by system with "<5%" suppression: every city, parish and charter system prints "<5%" for Hearing Impairment-Deafness; the Special School District prints 25%; the state 11% autism and "<5%" hearing. The rates files print total students-with-disabilities rates capped at ">95%" (sources 4 and 5). The FRM-002 measure is not computable (PUBLICATION_MEASURE). |
| Deaf or hard of hearing eligibility criteria | "a loss of hearing, whether permanent or fluctuating, that adversely affects a student's educational performance. It includes deafness, which is a hearing disability that is so severe that the student is disabled in processing linguistic information through hearing, with or without amplification"; criteria: "audiological evidence that the student is either deaf or hard of hearing, consistent with the definition" and "evidence that the hearing loss adversely affects the student's educational performance"; no decibel threshold; the interview in the pupil's primary mode of communication; the statewide assessment center may conduct the evaluation | 2025 | Source 13 | Bulletin 1508 section 709 as amended LR 51:2042 (December 2025), read as BESE's byte original. The v1.0 file, reading a mirror, carried audiometric thresholds (70 dB, 25 to 70 dB, 40 dB structures); the published rule carries none, and that v1.0 finding is refuted (verification trail). |
| Placement criteria and the communication plan | R.S. 17:1960, the Deaf Child's Bill of Rights, in force: public schools and publicly funded early intervention programs shall provide deaf, hard of hearing or deaf-blind children appropriate early intervention "to support the acquisition of solid language bases", inform parents of BESE placement policies, strive to provide adult role models who are deaf, and include a communication plan in the IEP; no published criteria for choosing between the state school and a local placement beyond the Bill of Rights, Bulletin 1508 and Bulletin 1530 | 2026 | Source 10 | Read section by section on 9 October 2026 (the first reads of the full chapter in the Index's own browser). The admissions routes are the parent's application at any IEP conference, a Department referral, or an LSD evaluation (source 28). |
| Language and literacy development law (LEAD-K-type) | none in force: HB 199 of 2018 created a LEAD-K task force whose section repealed itself on 1 March 2019; the task force reported on 1 February 2019 and the Department of Health answered under Act 455 on 21 March 2019; the section number 17:1960.1 now carries the Blind and Visually Impaired Child's Bill of Rights; no language milestone assessment or reporting duty exists | 2026 | Source 26 | Held from v1.0 (believed fact 5) and sharpened by the official read of 17:1960.1 on 9 October 2026 (source 10). |
| American Sign Language as a course | R.S. 17:284: "Any public high school shall offer instruction in a course in American Sign Language as an elective course provided a sufficient number of students desire to enroll in such a course", with a statutory definition of ASL as "a visual language which has emerged from the deaf culture"; TOPS accepts ASL for the foreign-language requirement (v1.0 record) | 2026 | Source 11 | No unit in the frame published an ASL course on the pages read (the asl_course field is empty throughout); the Louisiana School for the Deaf offers community ASL classes (fall 2026). |
| Louisiana School for the Deaf, certified enrollment | 76 pupils on 1 October 2025 and 76 on 1 February 2026; the Special School District 249 and 261 over its reporting sites | 2025-26 | Source 2 | The Department's Multi Statistics files as byte originals (sources 2 and 3). The State Budget FY2026-27 prints "Special School District served 205 students" on 1 February 2026 (source 17) and the FY2025-26 budget "LSD served 79" on 1 February 2025 (source 18): the budget documents and the Department's files do not agree and both are recorded. |
| Special School District appropriation and the program consolidation | FY2026-27 appropriated $37,609,362 and 327 positions (FY2025-26: $36,330,366 and 337); the Louisiana School for the Deaf program ($8.49 million, 102 positions), the Louisiana School for the Visually Impaired program ($5.64 million, 65 positions) and Administration and Shared Services ($15.52 million, 87 positions) consolidated into one Louisiana Schools for the Deaf and Visually Impaired program | FY2026-27 | Source 17 | The v1.0 file reported the consolidation as recommended in the executive budget (program 6565 at $31,137,690 and 254 positions, source 19); the enacted State Budget carries it (sharpened believed fact 2). From FY2026-27 no state instrument isolates the deaf school's appropriation except the consolidation highlight. |
| Newborn hearing screening (CDC EHDI) | 107 infants identified deaf or hard of hearing; 76 enrolled in early intervention | 2022 | Source 36 | v1.0 record, not re-read; no state-published screening or follow-up count on the Department of Health pages read on 9 October 2026 (source 30). |
| National Deafblind Child Count, Louisiana | 158 served during the year; 148 on the 1 December count | 2024 | Source 35 | A different instrument from the IDEA deaf-blindness category (17 in fall 2024, source 8); not reconciled; v1.0 record, not re-read. |
| Louisiana LEAs in frame and the coverage result | 162 units: PROGRAM 16 (the Special School District as operator and 15 local education agencies, 5 with the weak flag), MENTION 32, NONE FOUND 108, NOT VERIFIABLE 6 (deep review mark); 0 NOT OPERATING | 2025-26 | Source 40 | Nineteen code changes from v1.0 are listed in NORMALIZATIONS and the trail. The state fall 2024 public enrollment in the SpedBook is 673,797 with 120,640 pupils with disabilities (source 6). |

| Channel | Status | Amount | Fiscal year | Enacted or appropriated | Instrument | Citation | Note |
|---|---|---|---|---|---|---|---|
| Named appropriation / budget line | Populated | $37,609,362 | FY2026-27 | Appropriated | Agency 19-656 Special School District in Schedule 19B Special Schools and Commissions of the general appropriation act; the deaf school a program line (6562) through FY2025-26 and part of the consolidated Louisiana Schools for the Deaf and Visually Impaired program (6565) from FY2026-27 | State Budget FY2026-27 (source 17): $37,609,362, 327 positions; the consolidation highlight ($15.52 million and 87 positions administration, $8.49 million and 102 LSD, $5.64 million and 65 LSVI); State Budget FY2025-26 (source 18): $36,330,366, 337 positions; executive budget schedule (source 19): program 6562 at $8,808,327 and 107 positions, program 6565 recommended $31,137,690 and 254 | The state funds the district directly under R.S. 17:1947(B) ("The state shall be responsible for funding the costs of special education and related services for students enrolled in the special school district and special schools"), and the district has "no authority to levy tax" (17:1945). The interagency transfers (9,735,197 in both years) are the district's MFP state and local cost allocation routed through the Department (HCR 23 of 2022, source 21). The FY2025-26 appropriation fell $4,756,526 and 19 positions below the prior existing operating budget. |
| General formula funding | Populated | $4,015 | FY2026-27 | Appropriated | The Minimum Foundation Program formula, HCR 23 of 2022 (adopted by BESE 9 March 2022), the instrument posted for FY2026-27: Level 1 base cost per pupil $4,015 with weighted memberships; the Special School District "provided both a State and Local Cost allocation" | HCR 23 of 2022 as posted on the Department's MFP page (source 21); the FY2026-27 MFP budget letter (Circular 1170, July 2026); Executive Order 26-047 of 1 July 2026 reducing the FY2026-27 MFP appropriation "by $168,000,000 from non-instructional dollars" to fund a one-time stipend of $2,000 to classroom teachers and $1,000 to support staff | The state-and-local base per pupil the formula computes was $9,533 in 2024-2025 (the GATOR funding page, source 24). The formula vintage held from v1.0: HCR 23 of 2022 is the operative resolution and is relabeled for each year; the 2026 executive order is the first change to the FY2026-27 allocation in hand. |
| Special education funding mechanism | Populated | FY2026-27 | Appropriated | The MFP Level 1 weight for students with disabilities, 150 percent, uniform across categories; no deaf-specific weight or line | HCR 23 of 2022, Level 1 weighted student counts: "Students with disabilities ... are provided a weight of 150%" (source 21) | A uniform weight: the deaf or hard of hearing pupil generates the same add-on as any pupil with an IEP. The high-cost mechanism (next channel) is the only category-sensitive instrument, and it names deafness only as an example. | |
| High-cost / catastrophic aid | Populated | $53,307 | 2026-27 | Appropriated | High Cost Services (MFP Step Three): an allocation to systems documenting that a pupil's prior-year cost exceeded three times the state average total expenditure per pupil | High Cost Services State Plan 2026-2027 (source 22): average per-pupil expenditure $17,769; eligibility where the 2025-2026 cost exceeded $53,307; the plan names "Deaf/Hard of Hearing and Visual Impairment" among the low-incidence examples; HCR 23 of 2022 Step Three | The threshold is the figure carried as amount; the appropriation to the High Cost Services pool and any award by category are not published in the plan. |
| Federal flow-through | Not published | FFY2025 | Not stated | IDEA Part B grant to the Department of Education and the Part C grant to the Department of Health (EarlySteps); the SPP/APR for FFY 2023 held as a byte original | Source 25 (the SPP/APR carries indicators, not the award); the grant award letters were not read in this run | No category-specific allocation is published; the award amounts are a records request (RECORDS_REQUESTS). | |
| Interagency, tuition, and residential mechanics | Populated | $9,735,197 | FY2026-27 | Appropriated | Interagency transfers to the Special School District (the MFP state and local cost allocation under HCR 23 of 2022, routed through the Department); no tuition charged to families or sending systems ("There is no cost at all!", v1.0 FAQ); the residence funded inside the consolidated program | State Budget FY2026-27 and FY2025-26 (sources 17 and 18): interagency transfers 9,735,197 in each year; HCR 23 of 2022: the Special School District "shall be provided both a State and Local Cost allocation"; the FY2026-27 program description: the Residential activity (source 19) | Louisiana funds its deaf school as a state agency with a formula allocation flowing through the Department; what the residence costs is not isolated after FY2025-26 (program 6562's last existing operating budget was $8,808,327). |
| The market layer | Populated | $15,253 | 2025-26 | Appropriated | LA GATOR education savings accounts (R.S. 17:4037.1 et seq.; the disability award up to 160 percent of the per-pupil amount, tiered); the R.S. 17:4031 program (hearing loss not eligible); the tuition donation credit (R.S. 47:6301); the Education Freedom Tax Credit | Sources 11 and 24: "Up to $15,253 for students with a qualifying disability (tiered by disability type)", $7,626 and $5,243; the 2026-2027 application window 1 to 16 March; the Louisiana Scholarship Program sunset 30 June 2025 | The 2026-2027 award amounts were not on the pages read (the pages still print 2025-2026); the FAQ that printed the tiers at v1.0 answers 404. No instrument reports GATOR participation by disability category. No OPTION Schools member and one private deaf school of unverified currency (source 37). |
| Statutory channel to the listening and spoken language sector | Not published | 2026-27 | Not stated | None in education: the nearest instruments are the choice programs above (a deaf or hard of hearing pupil may carry a GATOR award to a nonpublic school) and the Commission for the Deaf's hearing aid program for adults (source 31) | Sources 11, 24 and 31 | No appropriation or program for the sector was found in the budget documents or the Department pages read. | |
| Capital | Populated | $1,400,000 | FY2026-27 | Appropriated | Acquisitions and major repairs inside the Special School District's operating appropriation | State Budget FY2026-27 (source 17): "$1.4 million increase in State General Fund (Direct) is for acquisitions and major repairs, which includes $1.3 million in repairs to HVACs, facilities, and campus roofs and $111,180 in acquisitions for the replacement of an audiometer, a vehicle, laptops and a copier" | No capital outlay act line for the campus was read in this run; the figure is the operating budget's acquisitions and repairs increase. |
| Oversight trail (FRM-003 section 4) | Populated | 2023 to 2026 | Not stated | The Legislative Auditor's June 2023 performance audit; the executive budget's performance indicators for the consolidated program (service load 534; outreach contacts 2,800; $2,450 per child); the enrollment statements in the two State Budgets against the Department's certified files | Sources 17, 18, 19 and 27 | The budget documents' enrollment statements (205 district pupils on 1 February 2026; 79 LSD pupils on 1 February 2025) do not match the Department's certified files (261 and 76); the v1.0 conflict (81 against 76 in the supporting document) is of the same kind. The audit's findings on ASL proficiency and the bilingual implementation plan have no published follow-up in the pages read. |

The frame is every sponsor in the Department of Education's 2025-2026 School Directory workbook carried as a unit: 64 parish school systems, 5 city school systems, the Special School District, 5 state special schools with their own LEA codes (the Louisiana School for Math, Science, and the Arts; the LSU and Southern University laboratory schools; the New Orleans Center for Creative Arts; Thrive Academy), the Office of Juvenile Justice sponsor and 86 charter sponsors (the Type 2 and Type 5 charters and the Orleans charters as their own LEAs under Bulletin 126 section 2303): 162 rows, re-verified against the October 2025 and February 2026 enrollment files on 3 October 2026 with no row added or dropped. The Louisiana School for the Deaf and LSD Outreach are entities under the Special School District as operator (D-038), read as seeded sets, not rows of their own. Every row was read on its own website in the rendered browser on 3 October 2026 (attempt one), the failed, thin and unfound-quotation hosts re-read on 9 October 2026 (attempt two), the directory's website field compared with the host read (D-043), and every keyword hit reviewed by the compiler against its capture on 9 October.
| Class | Count | Basis |
|---|---|---|
| Schools within sponsors | 0 | Schools are not units; the directory's site rows were used to place the deaf school (101043) and the blind school (101042) inside the Special School District and to resolve the New Orleans network operators. |
| Nonpublic schools | 0 | The NonPublic Schools sheet of the directory is outside the public frame; it was checked once for The Bright School for the Deaf, which is absent (source 1). |
| Private providers under contract | 0 | The New Orleans Speech and Hearing Center and the network audiology arrangements are recorded on the charter rows and in the entities, not as units. |
Deaf-blindness is carried where the instruments name it: the federal 618 file prints 17 pupils with a primary category of deaf-blindness for fall 2024 (11 school age: 5 in the regular class 80 percent or more, 5 under 40 percent, 1 homebound; 6 early childhood); the National Deafblind Child Count prints 158 served and 148 on the 1 December 2024 count on its own definition (v1.0 record). The two are recorded, not reconciled. Bulletin 1508 classifies a pupil with only deafness and blindness as deaf-blind and requires the LEA to notify the State Deaf-Blind Census; the Louisiana DeafBlind Project at LSU Health Sciences Center carries the technical assistance and intervener training. R.S. 17:1960.1, which v1.0 believed to be the repealed LEAD-K section, is now the Blind and Visually Impaired Child's Bill of Rights and names deaf-blind children; the Deaf Child's Bill of Rights at 17:1960 names them too.
Every normalization applied in this run: the FRM-004 set and the state's own standing false positives, as the file records them.
Seven limitations bound this run. First, the identified population by local education agency is not published in Louisiana and the FRM-002 publication measure cannot be computed; the federal 618 state file (fall 2024) is the baseline and the state's SpedBook prints suppressed percentages only. Second, the closure read is a keyword screen over the pages the probe reached (a per-unit page cap from the home page and the special-education paths on 3 October; seeded sets on 9 October), so a program published deep in a site or inside a document the probe did not open can be missed; the compiler review of every hit reduces but does not remove this. Third, six units are NOT VERIFIABLE with the deep review mark after two attempts and one search each, and three were coded from a live host found by search rather than their listed address. Fourth, the state budget and executive budget documents disagree with the Department's certified enrollment files on the district's and the school's pupil counts, and the executive budget's program consolidation removes the deaf school's separate appropriation from FY2026-27; the figures are recorded as each instrument prints them. Fifth, several v1.0 pages were not re-read and stand on the v1.0 record marked as such: the CDC EHDI data, the National Deafblind Child Count, the OPTION Schools directory, The Bright School, the New Orleans Speech and Hearing Center, the board minutes, the press items and the school-finder records; the Department of Health's v1.0 EHDI page failed the same-origin fetch and the Commission's educational-interpreters page answers 404. Sixth, the IDEA grant award letters, the Department's shortage-area instrument and the Special School District's own board agendas were not among the seeds, so the federal flow-through amount, any shortage designation and the superintendent search stand unread. Seventh, no Internet Archive lookup was run in this run, so every source rests on the compiler's captures and digests alone.
Novara Consulting Group LLC, the publisher of the Index, has no financial, partnership or funding relationship with any Louisiana body named in this file. The v2.0 re-audit was built in the Index's own sequence (the v1.0 first-prompt file of 30 and 31 August 2026 and this v2.0 re-audit under NAT-004 v1.6 wave 1). Louisiana was placed in October on the roadmap (D-064) because an interest in the file had been expressed; no body or person made a direct request for it and no one funded it, so it is not a funded build under D-061 (the owner, 9 October 2026). No party had editorial input, and no Louisiana body was contacted before the notice stage.
