National Deaf Education Data Index, Kentucky state file version 2.0, SY 2025 (School Year 2024 - 2025), released September 28, 2026, DOI 10.5281/zenodo.23253510, https://www.ndedi.org/states/ky/v2.0/
National Deaf Education Data Index, Kentucky state file version 2.0, SY 2025 (School Year 2024 - 2025), released September 28, 2026, DOI 10.5281/zenodo.23253510, https://www.ndedi.org/states/ky/v2.0/
Kentucky has run a state school for Deaf students in Danville since 1823, and the state Department of Education operates it as one of its own units. The school had 62 students on the state's 2024-25 report card and 74 on its December 2024 count, while the state counted 724 hearing-impaired students statewide that December, so most are taught in their local districts. The school's outreach arm advises 152 of the 171 districts at no cost, but only three districts name the school on their own websites.
This file read the website of every district, six other state-run units and the nine regional special education cooperatives, 186 in all. Eighteen publish a program or a staff position for Deaf and hard of hearing students, thirty-five mention hearing only in a list or in passing, one hundred thirty-three publish nothing, and every site was read. A district that publishes nothing may still serve its Deaf students well; the finding is about what a family can find. Eight districts each have ten or more identified hearing-impaired students and publish nothing about them.
Kentucky publishes how many hearing-impaired students each district has, hiding small numbers, but has not published where they are placed since December 2022. The funding formula gives a district extra money for each identified Deaf student, at the highest of its three weights. The school's budget is 12.8 million dollars for the year that began in July 2026. A federal tax credit for private school scholarships opened to Kentucky in July 2026, and nothing in it reports which students use it. In 2025 the state closed the classroom interpreter test as a route to a full interpreter license. No state document tells a family how to choose between the state school, a district program and a private one.

The state's suppression rule: an asterisk marks a small count ("Data is suppressed to protect student privacy"); a blank cell is zero or no row. Visible district counts sum to 650 across the 75 units that print a number, 51 further cells carry the mark, and the residual of 74 against the state total of 724 is consistent with suppression of small counts. Every unit reporting ten or more identified Hearing Impairment students while publishing nothing (NONE FOUND) is named on the Summary sheet.
As of September 28, 2026, the release date of this version.
Each unit with an identified count the state publishes or suppresses, with its coverage code, so the measure above can be recounted from the file. A mark such as an asterisk is the state's suppression mark, as published; an empty cell is a count the state does not publish for the unit.

Sort order is not a ranking. The default order is by agency name; the counts are not sortable.

| Channel | Status | Amount | Fiscal year | Enacted or appropriated | Instrument | Citation | Note |
|---|---|---|---|---|---|---|---|
| Named appropriation / budget line | Populated | $12,829,100 | FY 2027 | Enacted | 2026-2028 Budget of the Commonwealth, Operating Budget Volume I, Department of Education, Learning and Results Services, State Schools, Expenditures by Unit, Kentucky School for the Deaf | Volume I, PDF page 101 (printed page 90); source 62; earlier years from the same table and, for FY 2021 to FY 2023, the APA Special Examination Figures 152-153 (source 23) | KSD is a named expenditure unit inside KDE's State Schools appropriation unit; it has no freestanding appropriation act line of its own. State Schools combined (KSB plus KSD): 20,266,197 (FY 2024 actual); 20,976,261 (FY 2025 actual); 20,930,900 (FY 2026 revised); 22,446,900 (FY 2027 enacted); 24,605,900 (FY 2028 enacted); General Fund regular appropriation 18,983,600; 20,829,300; 20,919,900; 21,548,000; 22,069,800. KSB: 8,634,983; 9,055,170; 9,098,600; 9,617,800; 10,231,800. The v1.0 FY 2024 figure (11,926,200 revised, from the APA) is replaced by the FY 2024 actual of Volume I. Volume I narrative: "The Kentucky School for the Deaf, located in Danville, Kentucky, provides educational services to deaf children who cannot be served by local school districts." |
| General formula funding (SEEK) reach to the state school | Not applicable | FY 2025-26 | Not stated | KRS 157.360; KDE FY2025-2026 SEEK Final Calculation | KRS 157.360(2): "Each district shall receive an amount equal to the base funding level for each pupil in average daily attendance" (source 32); base $4,586 per pupil FY 2025-26 (source 36) | KSD sits outside SEEK: SEEK is a district average-daily-attendance formula and the state schools are funded directly in KDE's budget; KSD and KSB appear in SEEK documents only as data rows, not as funded districts. | |
| Special education funding mechanism | Populated | FY 2025-26 | Not stated | Weighted-pupil add-on inside SEEK: the December 1 exceptional child count weighted 2.35, 1.17 or 0.24 times the base | 702 KAR 3:270 Section 1(4), verbatim: weights of "2.35... for students with severe disabilities", "1.17... for students with moderate disabilities", ".24... for students with communications disabilities" times the per pupil base (source 31); KRS 157.360(1)(b) ("Specific weights for each category of exceptionality shall be used"); KRS 157.200 definitions (source 33) | Hearing impairment and deaf-blindness both sit in the 2.35 low-incidence tier per LRC Research Report 471 Table 1.1 (p. 9): low incidence = autism, deaf-blindness, emotional-behavioral disability, functional mental disability, hearing impairment, multiple disabilities, traumatic brain injury, visual impairment (source 35). The regulation itself enumerates no categories: the tier-to-category mapping was found in no regulation or KDE rule text, only in the LRC research report and KDE operational documents; recorded as a publication finding. No amount is published for the hearing impairment share of the add-on. | |
| High-cost / catastrophic aid | Not published | n/a | Not stated | KRS chapter 157 captions swept; KRS 157.224 and 157.280 read | KRS 157.224(5) (a "special education trust fund" that is a compliance-withholding device, not aid); KRS 157.280 (districts of residence share the costs of multi-district programs "in proportion to the number of pupils or in accordance with contract agreement"); source 34 | None located: no excess-cost or catastrophic pool in chapter 157. Transportation for out-of-district special education placements is reimbursed "from the transportation fund of the foundation program at the same rate per trip" (KRS 157.280). What would close the gap: a KDE statement that no such pool exists, or the discovery of one in a budget document. | |
| Federal flow-through | Populated | $425,840 | FY 2021-2024 | Not stated | IDEA Part B funds received by KSD directly as a unit; Perkins CTE funds; COVID-era federal funds | APA Special Examination Figures 154-155 (pp. 285-286), source 23 | KSD IDEA-B 425,840 total FY 2021 to 2024 (KSB 170,346); KSD Perkins 140,595 over the examination period; KSD COVID-19 federal funds 10,252,400 (ESSER I 1,380,000; ESSER II 3,526,400; ARP 5,325,000; GEER 21,000). Kentucky's statewide IDEA Part B allocation is not stated on the KDE pages read; the department's Technical Assistance Network page states that OSEEL funds its technical assistance projects from the state-level portion of the Part B grant without an amount. Gap recorded. |
| Interagency, tuition, and residential mechanics | Populated | n/a | Not stated | KRS 167.150; KRS 167.250; KRS 167.220; KSD How to Enroll page; APA staffing table | KRS 167.150: "no charge shall be made for the admission of pupils from this state" (source 4); KRS 167.220 (source 7): "The State Department of Education is hereby authorized to expend available funds for the purpose of sending children who are deaf-blind to any facility, school, or institution, within or without the Commonwealth" | In-state placement at KSD is free to families and no inter-district tuition mechanism to KSD was located; admission runs through the resident district's ARC; residential and transport costs sit in the school's own budget (houseparent staffing; KRS 167.250 transport insurance for KDE-operated vehicles). KRS 167.220 was read on the LRC host on 24 September 2026, closing the v1.0 stale-web finding. | |
| The market layer | Populated | $1,700 | tax year 2027 | Enacted | 2026 HB 1 (Acts ch. 4), electing Kentucky into the federal scholarship tax credit at 26 U.S.C. 25F; 30 KAR 1:060 (Scholarship Granting Organizations, July 2026); the Secretary of State's opt-in of 22 July 2026 | HB 1, verbatim: "The General Assembly hereby elects that in each calendar year the Commonwealth of Kentucky shall: Participate in the qualified elementary and secondary education scholarship federal tax credit established under 26 U.S.C. sec. 25F" (source 41); the Secretary of State "formally opted Kentucky into the 2025 One Big Beautiful Bill Act's scholarship tax credit by signing documentation with the Internal Revenue Service" (source 82); 30 KAR 1:060 Sections 2 to 4 (source 83) | No state instrument exists: tax-credit scholarships struck (Commonwealth ex rel. Cameron v. Johnson, 15 December 2022); Amendment 2 rejected 4 November 2024 (35.21 to 64.79); charter school funding struck (Commonwealth v. Council for Better Education, 19 February 2026) with no charter school ever opened. The federal channel is open: the credit is dollar-for-dollar up to $1,700 per taxpayer for contributions to Scholarship Granting Organizations; SGO declarations are due to the Secretary of State by 30 November before the first year of participation, with an annual audit; the regulation requires no reporting by disability category or by school, and no SGO list was published on 24 September 2026. Whether deaf students use the credit will not be knowable from public data as the instrument stands. IDEA entitlement consequences are addressed in no source read. |
| Capital | Populated | $5,150,000 | FY 2027-28 | Enacted | Budget of the Commonwealth Volume II, capital projects, 2024-2026 (24RS HB 6) and 2026-2028, State Schools lines | Volume II, 2024-2026 and 2026-2028, as delegated fetch with quotes on 23 August 2026 (source 37) | The maintenance and safety pools name KSD, KSB and the FFA Leadership Training Center jointly and cannot be separated by school; the McDaniel/Scoggin campus attribution is not stated in the extract read (verification target). The 2026-2028 lines were not re-read in Volume II on 24 September 2026; Volume I's State Schools page carries no capital lines. |
| Oversight trail (FRM-003 section 4) | Populated | 2025 | Not stated | APA, Special Examination of KDE, 1 July 2025 (556 pp.), KSD/KSB section pp. 279-296, ordered by 2024 HB 825 | APA report, source 23 | Load-bearing findings: "more than 44% of KSD teachers and staff are dissatisfied with the support KBE provides to the school"; observation 1.12 that KDE purchasing processes "present challenges" for KSD/KSB with recommendation 1.12.b that KDE "explore ways to allow ATCs, KSD, and KSB to procure goods and services similar to how school districts do instead of how KDE does"; advisory board survey (Figure 148); KSD Charitable Foundation (est. 1985) supplements instructional, outreach and technology spending. No later audit touching the school was found on 24 September 2026 (the Interim Joint Committee on Education's 2025-26 minutes carry no KSD item). | |
| Adjacent insurance channel | Populated | $2,500 | 2027 | Enacted | 2026 HB 164, Acts ch. 26, signed 3 April 2026; House 93-0, Senate 38-0 | LegiScan bill record, source 43 | Raises required hearing aid coverage from $1,400 to $2,500 per aid (private insurance and the state employee plan), effective 1 January 2027. 186 units: the 177 local units of the department's own district-level data plus the nine special education cooperatives. The 177 are 171 school districts (120 county and 51 independent districts, from the department's own count and its district directory), the Kentucky School for the Blind District (602) and the Kentucky School for the Deaf (603), which are their own districts in state data, Model Laboratory Schools at EKU (606), and three state-operated units carried in the state's district-level data without membership rows: Craft Academy (610), the Kentucky Tech System (777) and the Kentucky National Guard Youth ChalleNGe Academies (880). The roster was fixed from the KYRC25 School Report Card district and school list (re-fetched 24 September 2026) checked against the department's district directory as retrieved by the owner on 24 September 2026 (D-050): every one of the 177 matched a directory page; three directory entries not on the roster (Fort Campbell Dependent and Fort Knox Dependent, federal schools, and We Lead CS, a directory entry with no website whose page shows nothing) stay outside the frame with the note. The nine cooperatives (CKEC, GRREC, GLEC, KEDC, KVEC, NKCES, OVEC, SESC, WKEC) are rostered as their own agency type from the department's Technical Assistance Network page, as STD-002 v1.2 section 6 requires where a state runs regional units; the KYSTATS child count file carries the same nine as its SERTAC geographies. No unit is OUT OF FRAME, none is NOT AUDITED, and none is NOT OPERATING: the three no-membership state units were audited as units and their pages show each running the program it exists for, so the D-045 code was considered and not applied. Kentucky has no charter LEA class and no charter school; the 2017 authorization statutes stand (KRS 160.1590 to 160.1599) and the Kentucky Supreme Court struck the charter funding law on 19 February 2026.
| Class | Count | Basis |
|---|---|---|
| Federal dependent schools listed in the department's directory (Fort Campbell Dependent, Fort Knox Dependent) | 2 | Department of Defense schools, not Kentucky local education agencies; listed in the state directory without a state district number on the KYRC25 roster |
| Directory entry with no website and no readable page (We Lead CS, directory id 1001105, 225 Hebron Road, Shelbyville) | 1 | Not on the KYRC25 roster; the owner looked at the directory page on 24 September 2026 and it shows nothing beyond the address; recorded, not audited |
Kentucky runs separate schools in separate cities for the two populations, both operated by the same KDE division under the same statute (KRS 167.015). The boundary runs around the Kentucky School for the Blind as an institution (its own campus, city, membership and expenditure unit) and through the shared machinery: one operating division (OSEEL, Division of State Schools), one statute, joint capital maintenance and safety pools that also cover the FFA Leadership Training Center, and a joint child nutrition program. Separable: per-school expenditures (Volume I State Schools page, APA Figure 153), memberships, staffing. Not separable: the joint capital pools. KSB is documented only to the extent needed to justify its exclusion, and its district row (602) stays in the frame as a unit of the state's district-level data.
Every normalization applied in this run: the FRM-004 set and the state's own standing false positives, as the file records them.
Every unit was read twice on 24 September 2026: a first pass by a fetch fleet (twenty chunks, two agents at a time, WebFetch only, briefs read from disk, honest failure rows) and a closure pass in the owner's rendered Chrome with the Kentucky closure probe (home page, sitemap and linked department pages, a shell detector that renders client-side pages in a same-origin frame, 350 ms between reads, a 42 second budget per unit; sweep mode following every same-origin link for thin sites and for the nine cooperatives; Google Sites units read live from their own pages). Every code rests on the rendered read; the fetch row's code is kept in the closure rows file's code history. Container shell HTTP is prohibited by session policy and was not used. TLS certificate warnings were never bypassed: Edmonson County (151) ended attempt one NOT VERIFIABLE (a certificate hostname mismatch on the kyschools.us host; the directory's k12.ky.us address does not answer) and was read at attempt two on 28 September 2026 under D-040, by fetch at the host the listed host's own certificate names (boe.edmonson.kyschools.us), with the D-039 address test met; Mason County (391) and Menifee County (415), whose v1.0 hosts fail TLS, were read at the addresses the state directory lists. The department's own directory application (openhouse.education.ky.gov) serves an incomplete TLS certificate chain and was unreadable by the run's tools on both transports; the owner saved its 177 unit pages as PDF in Safari (no certificate prompt shown) and the run parsed them (D-050), so the directory route fields rest on a human retrieval whose manifest is filed. Route and click depth: the fetch pass recorded the visible navigation labels to the page it read and its depth, and those are carried where the closure code rests on the same page or the code is NONE FOUND; where the closure code rests on a page the probe reached by a sitemap or a linked-page link, the route field is empty and the depth is not measured, because the probe records the link under which a page was reached and not the menu path. Staff positions are counted from the pages the code rests on, not from a full directory read; large paginated staff directories were swept page by page only where the probe reached them (Muhlenberg's was), so staffing-based PROGRAM evidence may be undercounted in districts whose directories are client-side applications. The ASL course column was not measured in this run (course catalogs were not read) and carries the v1.0 finding with that caveat. The identified counts are the School Report Card's December 1, 2024 file, in which 51 district cells are suppressed; the KYSTATS file of the same date, which redacts values 1 to 9, prints a district Hearing Impairment count for only 9 of 175 district geographies and was used for the state, cooperative and state school series, not for district rows. The cooperative sweeps did not exhaust their link queues on GRREC (69 left), KEDC (24), NKCES (22), SESC (15) and WKEC (38); the unread pages are mostly news and event pages, and the staff pages of NKCES, SESC and WKEC were among them.
In reply to the Index's outreach, the Commissioner's office, for the Kentucky Board of Education and the Department of Education, invited it to share comparative information (the reply of 18 September 2026); that reply is the ground on which this file was rebuilt ahead of the sweep (LOG-001 D-049). First contact from the program lead's mailbox was Monday 14 September 2026 at 6:58 PM Central (the message to the Office of Special Education and Early Learning's associate commissioner; a message six seconds earlier to another department address bounced), followed the same evening by messages to the Legislative Research Commission, the Director of State Schools, the Kentucky Board of Education and the Commissioner of Education, and replies from the LRC on 15 September and from the Commissioner's office on 18 September 2026; the log is filed as 02_Drafts/17_Kentucky_disclosure_contacts_2026-09-24.md. No client, licensee, State Partner or funder relationship exists with any body named in this file. Declared by the program lead under GOV-004 Rule 3; the program lead confirms this statement at release.

September 28, 2026, cause: re-audit
Re-audit at SY 2025 (School Year 2024 - 2025) (on the December 1, 2024 count; state fiscal year 2025 with the enacted 2026-2028 biennium as the series) under the third-generation prompt. The frame moved from 177 to 186 units: the 171 districts, the six other state-run units, and the nine special education cooperatives rostered as their own agency type. Every unit read twice on 24 September 2026, by a fetch fleet and in the rendered browser with the Kentucky closure probe, and the department's directory pages retrieved by a person under D-050 when its application's certificate chain could not be read by the run's tools; coded 18 PROGRAM (15 on the weak-evidence flag), 35 MENTION, 133 NONE FOUND, zero NOT VERIFIABLE and zero NOT AUDITED after Edmonson County's second attempt of 28 September 2026 (read at the host its listed address's certificate names). Against v1.0: 19 coverage rows up (two of them from NOT VERIFIABLE) and one read for the first time, 11 down, one flag added, nine rows new (the delta table, trail section 12); publication against identified population 284 of 724 (39.2 percent) against v1.0's 223 of 724 (30.8 percent), the change being the rendered re-reading and not the population. New in this version: the December 1, 2024 count series and the 2024-25 report card read at source, KSD's membership and enrollment on both instruments, the biennial budget lines for KSD and KSB, the interpreter standard and the teacher credential from the regulations, the workforce block, the fiscal channels of FRM-003, the plain-language summary, the per-row collection under the contract (county, cooperative as the regional unit, identified counts, captures, route and depth, correction contact) and the D-043 directory route fields; 97 sources with 56 archive snapshots; the release package (schema 1.3), the report and the evidence supplement.
August 23, 2026, cause: first release
First release: narrative profile, workbook (seven sheets including Fiscal), verification trail, prompt as issued, evidence source record, URL manifest (245 rows), evidence captures, and verification scripts with the release reconciliation output (118 checks, all pass). Frame of 177 units coded 12 PROGRAM (9 weak), 31 MENTION, 131 NONE FOUND, 3 NOT VERIFIABLE (all TLS), zero NOT AUDITED. Headline findings: the nation's first publicly funded deaf school (1823) is run as a line unit of KDE with the Commissioner serving as its superintendent per KDE's own publication, an advisory-only board, and five governance bills dead in two sessions (2026 HB 528, creating a KSD Board, died in committee) while the state auditor found 44 per cent of KSD staff dissatisfied with KBE support; operator silence at its series extreme (KSD Outreach's auditor-verified reach of 152 of 171 districts against 3 districts naming KSD); the market layer triple-closed by constitution, voters, and court (charter funding struck 19 February 2026) then reopened through the federal ECCA (2026 HB 1, veto overridden, Secretary of State administering); hearing impairment carries the SEEK 2.35 low-incidence weight but the regulation enumerates no categories (mapping only in LRC RR471); KSD membership fell 98 to 62 across six years; publication against identified population is 30.8 per cent, the inverse of Florida's 92 per cent, with Boone County's 20 identified HI students behind a district publishing nothing.
