Iowa runs the education of deaf and hard of hearing children through one state department and nine regional agencies. The Iowa School for the Deaf in Council Bluffs, founded in 1855, moved from the Board of Regents to the Department of Education in 2023; it is free to families, takes day and boarding students from preschool to age 21, teaches in American Sign Language and English, and serves a few students from Nebraska and South Dakota under agreements that are not published.
The state auditor counted an average of 113 students there in 2023-24 at a cost of about 109,000 dollars each; the Legislature gave the school about 11.7 million dollars for the year that funded 2024-25. Most deaf children stay in their home districts, served by teachers of the deaf and audiologists whom the nine area education agencies employ; every one of the nine describes those services on its website, while only two of 325 districts describe deaf education staff of their own, Des Moines with a full program and Dallas Center-Grimes with its own interpreters.
Iowa does not tell the federal government how many of its special education students are deaf, because the state does not sort children by disability category. Its own count, built under the 2022 language milestones law, found 3,269 deaf and hard of hearing learners from birth to 21 in 2024-25, up from 3,183 the year before, and 1,097 of them were on no education plan at all. Every interpreter working in an Iowa school must hold a state license. Families can take a state education savings account to a private school, and 27,866 students did in 2024-25, but nothing is published about whether any of them are deaf. No private listening and spoken language school operates in the state.

Counted in both directions for each statewide provider: the provider's own published count, and the agencies in frame that name the provider as a Deaf and hard of hearing service mechanism, named outright.
No agency in frame names this provider.
As of October 31, 2026, the release date of this version.
The state does not publish counts by agency, so this measure is not reported; it is never supplied where the state does not publish them (FRM-005 section 3).
The FRM-002 measure is not supported for Iowa. What can be said: the ACHIEVE count puts 3,269 deaf or hard of hearing learners ages 0 to 21 in the state in 2024-25 (885 in Heartland AEA, 91 at the Iowa School for the Deaf, 269 in Des Moines Public Schools), 1,097 of them on no plan; the school's average enrollment for FY 2024 was 113 by the Auditor's count and 'just over 100' by the school's own page; every AEA publishes hearing services; two of 325 districts publish their own deaf or hard of hearing capacity (Des Moines, a program; Dallas Center-Grimes, an interpreter staff), and 22 district pages carry a hearing mention short of a program.

The hearing-specific rules that do exist: 41.113 (hearing aids), 41.402(3) (the audiologist and the educational interpreter) |
| Special education funding weights | Level based, not category based: original 1975 factors 1.8, 2.2, 4.4; current additional weightings 0.72, 1.21, 2.74; hearing appears only as a weighting example ('Hearing Impaired with full time Interpreter in Regular Class', the 2.21 model) | 2025-26 bulletin | Source 11 | No deaf or hearing weight exists; a deaf pupil's funding turns on service level, not category (believed fact 13's dissolution at v1.0 re-established on the October 2025 bulletin; no October 2026 bulletin found) |
| State accounting identity for ISD | ISD pupils counted through Lewis Central CSD (district 3645, AEA 13, building series 9600); the Braille and Sight Saving School row reads 'Closed' | 2025-26 bulletin | Source 11 | The statewide deaf school rides a host district's books; the bulletin flags the holdover ('Even though the School for the Deaf is now under the Department, for 2025-26 we'll continue with the identifiers listed above') |
| Admission gate | 'a hearing loss which is too severe to acquire an education in the public schools' (Iowa Code 256.97); no audiometric threshold in statute or on the school's pages; placement by IEP team | Code 2026 | Source 14 | The 1870s eligibility formula still in force; no 2026 amendment (source 30) |
| Placement criteria and least restrictive environment (FRM-005 section 4) | No decibel threshold anywhere: Iowa is noncategorical (281 IAC 41.111(4)) and the rule defines 'deafness' and 'hearing impairment' only as the federal definitions (41.50(4), (5)) without an eligibility criterion by category; the eligible individual is identified by evaluation. The state school's gate is statutory: 'a hearing loss which is too severe to acquire an education in the public schools' (256.97), with the superintendent's certification under 299.22 as the excusal; placement at ISD runs through the resident district's IEP team and the school's referral process ('placement by IEP team'), and the IEP team must consider the communication needs of a deaf or hard of hearing child (41.324 special factors). Every AEA publishes an itinerant service model in the home district as the ordinary setting | Code 2026; IAC 12/10/25 | Source 24 | Sources 14, 23, 24 and 52; the admission material publishes no audiometric criterion and the school names no threshold |
| Compulsory attendance relic | Iowa Code 299.22: attendance at the state-operated school 'may be excused when the superintendent of the state-operated school certifies' the child is taught efficiently in the public schools | Code 2026 | Source 23 | On the statute's face the deaf child's default school is still the state school; no 2026 amendment |
| Interpreter standard | Every interpreter in the state licensed (154E.3); NIC, an RID certificate or EIPA 3.5 or above (481 IAC 961.2(1)(b)); a temporary license of two years renewable once, four years in all, under direct supervision (961.3; 154E.3A); 281 IAC 41.401 and 41.402(3) for the school setting; a substitute for no more than thirty school days exempt (154E.4) | Code 2026; IAC 9/30/26 | Source 25 | Believed fact 18 held with the citation corrected: 645 IAC 361 is now a transfer note; the chapter is 481 IAC 961. The Department's 2022 guidelines (source 41) carry the same routes. |

| Charter school rule | Chapter 256E: the school board model and the founding group model; the chapter never uses the term local education agency; 17 authorized charters on the June 2026 list, 5 school board model coded with their districts, 12 founding group units in frame (3 opening 2027-28, NOT OPERATING under D-045) | June 2026 list; Code 2026 | Source 3 | The list is unchanged in substance from v1.0's edition; Red Barn Schoolhouse opened 2026-27 |

| Channel | Status | Amount | Fiscal year | Enacted or appropriated | Instrument | Citation | Note |
|---|---|---|---|---|---|---|---|
| Named appropriation / budget line | Populated | $11,707,253 | FY 2025 | Enacted | Senate File 2435 (2024), the FY 2025 education appropriations act, section 1 item 23, general fund appropriation to the Iowa School for the Deaf through the Department of Education; the LSA's NOBA beside it | Source 31 (page 9, lines 8 to 13): 'For salaries, support, maintenance, and miscellaneous purposes, and for not more than the following full-time equivalent positions: $11,707,253; FTEs 120.00'. Source 32: 'an increase of $285,543 and no change in FTE positions compared to estimated FY 2024'. Section 5: the prescription drug moneys collected from counties paid to the two special schools. | The appropriation moved with the school in 2023 and is a Department line, no longer a Regents line. The Auditor's FY 2024 total General Educational Fund expenditures for the school: 14,776,380 dollars (net teaching 12,306,130; 113 pupils; 108,904 dollars per pupil) (source 36). FY 2026 (SF 647, the v1.0 record): 12,049,644 dollars, an increase of 342,391 and 1.0 FTE (source 35). FY 2027 (HF 2783): 12,813,313 dollars and 132.00 FTE, an increase of 763,669 dollars and 29.15 FTE for a 2.00 percent general increase, a registered nurse, a special education director and a school security and safety system (sources 33, 34). IESBVI, the blind counterpart line: 4,913,891 dollars and 56.00 FTE for FY 2025 (an increase of 119,851), 5,012,169 for FY 2026, 5,112,412 and 68.72 FTE for FY 2027. |
| General formula funding | Populated | FY 2025 | Not stated | The school aid formula (Iowa Code chapter 257): state cost per pupil times weighted enrollment; the October 2025 child count bulletin for the weighting system; the 17 January 2025 press release for the certified enrollment that drives FY 2026 | Source 11: the weighting factors; source 48: 'Public school district certified enrollment was similar to last year at 480,665'; 'Certified enrollment in October of any given year drives funding for the next fiscal year'. | No hearing weight exists in the formula; a deaf pupil generates the additional weighting of the service level assigned (0.72, 1.21 or 2.74; 'Hearing Impaired with full time Interpreter in Regular Class' is the bulletin's example of the 2.21 model). ISD is outside the formula (a named appropriation) and its pupils are counted through Lewis Central CSD for the child count. The state cost per pupil for FY 2025 was not retrieved as a figure; the amount field is therefore empty with the instrument named. | |
| Special education funding mechanism | Populated | FY 2025 | Not stated | The special education weighting (chapter 257; the October 2025 bulletin) and the AEA special education support services flow after HF 2612 (2024): 90 percent to the AEA, 10 percent retained by the district, a contiguous-AEA contracting choice, quarterly reports (Iowa Code 273.9; source 50) | Source 11: 'Level based' weightings 0.72, 1.21 and 2.74 descending from the 1975 factors 1.8, 2.2 and 4.4. Source 50: the 90/10 split. Source 19: chapter 273 as amended in 2026 (273.2, 273.3, 273.5). | The channel that pays for the state's teachers of the deaf and educational audiologists (AEA employees) was restructured in 2024 and the AEA chapter amended again in 2026; no hearing-specific provision appears in either act. The FY 2025 AEA special education support dollar amounts were not retrieved; the nine AEA FY 2025 financial statement audits (source 39) carry no hearing line. | |
| High-cost / catastrophic aid | Not applicable | FY 2025 | Not stated | No high-cost, low-incidence or catastrophic aid fund specific to deaf or hard of hearing pupils exists in the instruments read; Iowa's level weightings (the 2.74 tier) carry the high-cost function | Source 11 (the weighting tiers); the Code sections read (sources 12 to 23) name no such fund. | The special education deficit mechanism of chapter 257 (allowable growth for a negative special education balance) was not read in this run; named as the instrument that would carry a high-cost claim. | |
| Federal flow-through | Not published | FFY 2024 | Not stated | IDEA Part B (flows through districts and the AEA layer under the 90/10 split) and Part C (Early ACCESS, the Department of Education as lead agency, delivered by the AEAs); the EHDI award to HHS; the Part D deaf-blind TA grant to the Iowa Deafblind Services Project | Source 47 (Early ACCESS); source 57 (EHDI: 'IDEA Part C services include assistive technology devices, such as assistive listening devices, hearing aids'); source 54 (the project). | The Part B and Part C award amounts for Iowa (FFY 2024) and the EHDI and deaf-blind grant amounts were not retrieved; recorded as not published here with the instruments named (the OSEP allocation tables; the HRSA and CDC EHDI award notices) and a records request row. | |
| Interagency, tuition, and residential mechanics | Populated | FY 2025 | Not stated | Iowa Code 256.97 (nonresidents 'upon such terms as may be fixed by the department'; a department-set fee); the school's statement that families pay nothing; 256.101 (transportation reimbursement, v1.0); SF 2435 section 5 (county prescription drug moneys) | Source 14; source 52: 'The school is financed primarily by state funding- families do not pay for tuition, room, board or transportation. Most students are from Iowa; however, there are agreements in place with some neighboring states for out-of-state students'; source 31 section 5. | No tuition charge to resident districts was located; the interstate agreements are named by the school and not published (a records request row); residential cost is borne by the state appropriation. The Auditor's cost per student (108,904 dollars, FY 2024) is the nearest published unit cost. | |
| The market layer | Populated | FY 2025 | Not stated | The Students First education savings account (Iowa Code 257.11B): an amount equal to the state cost per pupil; 27,866 participants as of 1 October 2024; universal from 2025-26; reporting by grade, gender, race and income, not disability | Source 48: 'A total of 27,866 participants used their Students First ESA at an accredited nonpublic school as of the Oct. 1 certified enrollment date'; source 49: 16,757 in 2023-24; source 18: 257.11B. | The FY 2025 ESA cost as a dollar figure was not retrieved (the Department's ESA reports name participation; the Auditor's June 2026 analysis puts the FY 2026 cost at roughly 258.7 million dollars, source 40, the v1.0 record). Whether any deaf pupil uses an ESA is unknowable from published sources; the v1.0 per-pupil figure of 8,148 dollars is for 2026-27. | |
| Statutory channel to the listening and spoken language sector | Not applicable | FY 2025 | Not stated | None: no OPTION Schools member and no auditory-oral placement in Iowa (source 65); no statute names such a sector | Source 65; the Code sections read. | D-073 does not engage. | |
| Capital | Not published | FY 2024 | Not stated | The Auditor's cost-per-student computation removes capital outlay for construction in progress or storm damage paid by the school: 1,373,603 dollars (FY 2024), 2,381,003 (FY 2023), 4,279,510 (FY 2022), 649,182 (FY 2021), 410,511 (FY 2020) | Source 36, page 12, note *; source 38 (the FY 2022 report: building repair 4,279,510). | No capital appropriation line for ISD was read in SF 2435, SF 647 or HF 2783 (the education appropriations acts); the infrastructure appropriations acts were not read. Recorded as not published with the Auditor's outlay figures as the nearest instrument. | |
| Oversight trail (FRM-003 section 4) | Populated | FY 2022 to FY 2025 | Not stated | The Auditor of State: the ISD reports of recommendations for FY 2022 and FY 2023 (the last ISD-specific reports); the Department of Education reports for FY 2023 and FY 2024 (two ESA findings); the nine AEA FY 2025 audits; the June 2026 ESA analysis | Sources 36, 37, 38, 39, 40. | The sharpest oversight finding attaches to the market layer, not the school. The FY 2025 Department report is not in the database on the run date. No special audit of the HF 2612 restructuring was located. |

The frame is every public school district of the reference year, the nine area education agencies, every founding group charter on the Department's authorized list, and the two state units: 348 rows. The instruments are the Department's 2026-27 Iowa Public School District Directory (324 districts, final 30 September 2026), the 2025-26 directory (325), the Reorganization and Dissolution History updated July 2026 (Orient-Macksburg dissolved 1 July 2026 after operating in SY 2024-25), the Authorized Charter Schools List of June 2026 (12 founding group charters, three of them 2027-28 openers; 5 school board model charters coded with their districts), Iowa Code chapter 273 (the nine AEAs) and 256.95 (ISD and IESBVI). The federal CCD 2024-25 is the cross-check: 325 regular LEAs, every one in the frame; the nine AEAs as service agencies; ISD as a state-agency LEA with no school row; seven charter LEAs keyed at the organization. 348 rows: 325 districts (Orient-Macksburg NOT OPERATING), 9 AEAs, 12 charters (3 NOT OPERATING), ISD and IESBVI.
| Class | Count | Basis |
|---|---|---|
| School board model charter schools | 5 | Authorized by the State Board inside a district under Iowa Code chapter 256E and coded with their districts (Future Frontiers in Sumner-Fredericksburg; Hamburg Charter High School; STEM Innovation High School in Council Bluffs; the Storm Lake early college high school; West Central Charter High School); marked with the list's asterisk. |
| CCD state-agency LEA rows other than ISD | 5 | The two mental health institutes, the Department of Corrections, the State Training School and the Educational Services Department of Rehabilitation carry LEA rows in the CCD 2024-25 and are not frame units (no deaf education function). |
| Schools of a district | 1,302 | Schools are not units (1,302 Open school rows in the CCD 2024-25 Iowa extract); the district is read through its own site and the school pages it links. |
Deaf-blindness is carried where the instruments name it: the federal 618 file prints no deaf-blindness count for Iowa (noncategorical); the Iowa Deafblind Services Project's registry is 'an annual census of all Iowa children/youth from birth-21 who have both hearing and vision problems' and feeds the National Deafblind Child Count, 120 for Iowa in 2024 (the latest report); the ACHIEVE count carries no deafblind breakdown. IESBVI is a frame unit and a boundary entity (the blind system hosting the deafblind project on the ISD campus); its rows and figures are not deaf counts. The two counts are shown side by side and never reconciled.
Every normalization applied in this run: the FRM-004 set and the state's own standing false positives, as the file records them.
The frame rests on the Department's 2026-27 directory, its Reorganization and Dissolution History, its Authorized Charter Schools List and Iowa Code chapter 273, with the federal CCD 2024-25 as the cross-check; the five school board model charters are coded with their districts. Every unit was read in the rendered browser on 15 October 2026 Central (the Iowa closure probe v1: a crawl of up to 16 pages beyond the home page in a 42-second budget with a keyword screen and per-page digests) and the 148 units with a hit, a thin read or a failed read were read again on 16 October 2026 Central, within seven days; the capture file names carry the UTC dates, 16 and 17 October. Pages beyond the probe's budget were not read. The sixteen SchoolBlocks sites and Red Oak refuse same-origin fetch and were read by navigating the tab through their sitemap pages; Des Moines by navigation after a 403 to fetch. Eight hosts did not answer on either day and were not bypassed (two TLS failures, a shared TLS failure, a dead host, two unreachable hosts, a hijacked host not accessed); one D-039 search per unit found no other site for them. NONE FOUND is a statement about what a unit publishes, not about what it delivers: the AEA employs the teachers of the deaf and the audiologists who serve a district's pupils by statutory design. The identified population is not published by category in Iowa (noncategorical; the federal file prints no hearing row); the ACHIEVE count under 256.106(7) is the state's only count, by AEA, ISD and Des Moines, and is not an IDEA category; the publication measure is not computable. Enrollment by unit was not retrieved (the certified enrollment file by district is the instrument). The fiscal headline is Iowa FY 2025 under D-075, read from Senate File 2435 and its NOBA; FY 2026 stands on the v1.0 record (SF 647 through its NOBA, not re-read) and FY 2027 on HF 2783 and its NOBA. The state cost per pupil for FY 2025, the FY 2025 AEA special education support amounts, the ESA's FY 2025 cost, the Part B, Part C, EHDI and deaf-blind award amounts and any capital line were not retrieved; each is named as not published here with its instrument. The Auditor's June 2026 ESA analysis and the Board of Regents' Vinton history stand on the v1.0 record. ISD's enrollment rests on three instruments shown side by side (the Auditor's FY 2024 average, the school's own statement, the ACHIEVE count) and is not published by state of residence; the Nebraska and South Dakota agreements are named by the school and not published. The interpreter and teacher credential rules were read verbatim this time; the number of licensed interpreters, the teacher-of-the-deaf headcount and the shortage lists were not published on the instruments read. The HHS Commission's members were not transcribed. The CDC newborn screening table is for 2022, read from the CDC archive. Archive snapshots are requested at the release stage (archive_lookup.py), not during the audit.

October 31, 2026, cause: re-audit
Re-audit from the v1.0 standard (wave 2 under D-058, placed by D-065; D-075 headline Iowa FY 2025; D-070 label SY 2025 (School Year 2024 - 2025)). Frame re-verified on the 2026-27 directory, the Department's dissolution history, the June 2026 charter list and the CCD 2024-25 (348 rows; Orient-Macksburg NOT OPERATING under D-045 with the three 2027-28 charters); every unit read in the rendered browser on 15 October 2026 Central and 148 units again on 16 October (D-040); the state units, the Department, HHS and the nine AEAs as seeded sets; every keyword hit reviewed against its capture (13 PROGRAM with one weak flag, 24 MENTION, 299 NONE FOUND, 8 NOT VERIFIABLE with the deep review mark, 4 NOT OPERATING; Keystone AEA to PROGRAM; seventeen districts to MENTION; five hosts to NOT VERIFIABLE); the federal 618 child count (no hearing category for Iowa) and personnel files read (interpreters 103.22 FTE); the 2026 legislative report under 256.106(7) (3,269; 1,097 without a plan; 156 assessed) beside the 2025 report; the Code sections, chapters, rules and the four enrolled 2026 acts as byte originals (the school's statutes untouched; 273, 256E and 257.11B amended); SF 2435 (FY 2025: ISD 11,707,253 dollars, 120.00 FTE) and HF 2783 (FY 2027: 12,813,313; 132.00 FTE) with their NOBAs; the Auditor's reports on the school, the Department (ISD 113 pupils, 108,904 dollars per pupil, FY 2024; two ESA findings) and the nine AEAs; the interpreter rule read verbatim (481 IAC 961: EIPA 3.5 or NIC; a temporary license of two years renewable once) and the citation corrected from 645 IAC 361; the Workforce block and the D-071 organizations added; data modules to the schema 1.3 contract (entities.py authored, ia_data.py generated), the eight-sheet workbook, the narrative with Annex A, the trail with the delta table, reconcile.py and the STD-003 checklist; stop-three handback before notice. Noticed 17 October (sixteen bodies, no response); released 31 October 2026.
August 30, 2026, cause: first release
First release: narrative profile, workbook (seven sheets including Fiscal), verification trail, prompt as issued, evidence source record, URL manifest (384 rows), evidence captures, and verification scripts with the release reconciliation output (125 checks, all pass). Frame of 348 units (325 districts, 9 AEAs, 12 founding group charter units, ISD, IESBVI) coded 12 PROGRAM, 7 MENTION, 317 NONE FOUND, 9 NOT VERIFIABLE, 3 NOT OPERATING (D-010), zero NOT AUDITED. Headline findings: the custody premise dissolved on contact, in the direction opposite to Illinois: 2023 Acts ch 19 moved both ISD and IESBVI from the Board of Regents to the Department of Education, and HF 2612 (2024) made the AEA boards advisory with each AEA special education director a DOE employee, so the deaf school, the blind system, the regional directors, Part C, and the LEAD-K duty all run from one department; Iowa is noncategorical and reports zero children in every federal disability category, but the live LEAD-K law (Iowa Code 256.106, the series' first) rebuilt the count through the ACHIEVE DHH Database (3,183 learners 0-21, including 1,257 with no plan); the delivery map is the AEA layer by statutory design (8 of 9 AEAs publish hearing capacity against 2 of 325 districts); one campus carries both systems (IESBVI and the deafblind project headquartered at the ISD address); statutory relics survive (256.97's "too severe" gate, 299.22's default state-school attendance, 216A.113's telephone company seats); the universal ESA reports nothing by disability; no in-state LSL sector exists. The row's Cause column was added on 17 October 2026 (the changelog carried four columns).
