National Deaf Education Data Index, Florida state file version 2.0, SY 2025 (School Year 2024 - 2025), released September 28, 2026, DOI 10.5281/zenodo.23253506, https://www.ndedi.org/states/fl/v2.0/
Florida has run a state school for deaf and blind children in St. Augustine since 1885. It is its own state agency with its own board and its own line in the state budget, 68.3 million dollars in 2024-25 and 80.3 million in 2025-26. The state counted 3,963 students with hearing loss as their main disability in 2024-25, and 334 of them were at the state school, so more than nine in ten are taught in their local districts. The school's own rule says a deaf child must also be able to feed and dress with help, must not have a severe intellectual disability, and must not show an autism-like profile to get in. This file read the website of every district and state unit, 82 in all. Forty-one publish a program or a staff position for deaf and hard of hearing students, thirteen mention hearing only in a list, twenty-seven publish nothing, and one has no schools yet. Five of the 82 each have ten or more identified deaf students and publish nothing.
Florida publishes how many deaf students each district has, hiding small numbers, but not where they are placed; a federal file does, and shows 124 in a separate school and 205 in a residential facility. The state pays private listening and spoken language programs directly, 2.5 million dollars a year, and pays for any private placement through a scholarship that 115,428 students with disabilities used in 2024-25; nobody publishes how many of them are deaf. Florida sets no qualification for classroom interpreters, and its auditor has found three times in six years that the state school's staff do not meet the school's own sign language standard. No state document tells a family how to choose between the state school, a district and a private program.

Every row is viewable here. The workbook with every sheet is part of the licensed state file.
Counted in both directions for each statewide provider: the provider's own published count, and the agencies in frame that name the provider as a Deaf and hard of hearing service mechanism, named outright.
As of September 28, 2026, the release date of this version.
The state's suppression rule, printed on every MPES sheet: groups under 10 are shown as asterisks; a district absent from a sheet is recorded as not listed, never as zero. Visible district counts sum to 3,878 across the 46 frame units that print a number, 23 further cells carry the mark, and the residual of 85 against the state total of 3,963 is consistent with suppression of small counts. The measure is high because Florida's large districts publish: every unit reporting ten or more identified deaf or hard of hearing students while publishing nothing (NONE FOUND) is named on the Summary sheet (Bay 36, Highlands 17, Suwannee 14, Sumter 11, Florida Virtual School 11).
As of September 28, 2026, the release date of this version.
Each unit with an identified count the state publishes or suppresses, with its coverage code, so the measure above can be recounted from the file. A mark such as an asterisk is the state's suppression mark, as published; an empty cell is a count the state does not publish for the unit.
Showing 25 to 48 of 69 units, ordered by Coverage code, ascending.
Sort order is not a ranking. The default order is by agency name; the counts are not sortable.

| Indicator | Value | Year | Source | Note |
|---|---|---|---|---|
| Deaf or hard of hearing primary exceptionality, statewide (MPES) | 3,963 | SY 2024-25 | Source 1 | MPES 2024-25 Final Survey 2, DEAF sheet, state row (the February survey, PK-12 membership, primary exceptionality); the identified population figure of this file (D-032 baseline). The 2025-26 Final Survey 2 gives 3,952 (source 2), carried beside it and never in its place |
| Dual sensory impaired primary exceptionality, statewide (MPES) | 96 | SY 2024-25 | Source 1 | DSI sheet, state row; 102 in 2025-26 (source 2) |
| Visually impaired primary exceptionality, statewide (MPES) | 1,200 | SY 2024-25 | Source 1 | VI sheet, state row; 1,206 in 2025-26; carried for the deaf-blind boundary |
| Students with disabilities, statewide (MPES, all primary exceptionalities) | 602,098 | SY 2024-25 | Source 1 | ALL PRIMARY EXCEPTIONALITIES sheet, state row; TOTAL DISABLED 448,482 (the gifted are the difference); 455,698 total disabled in 2025-26 (source 2) |
| Deaf or hard of hearing count by district (MPES) | Published: visible sum 3,878 across 46 units with a printed number; 23 suppressed cells (asterisk, groups under 10); 13 of the 82 frame units absent from the sheet | SY 2024-25 | Source 1 | The 13 absent rows are Bradford (04) and Lafayette (34) among the county districts, the four lab schools (72 to 75), and the sponsor and operator LEAs 81, 82 and 84 to 88 (Florida Virtual School, 71, and the DJJ district, 83, are present); an absent row is recorded as not listed, never as zero. The residual of 85 against the state total of 3,963 is consistent with suppression of small counts (23 cells of 1 to 9). In 2025-26 the absent county districts are Hamilton and Lafayette |
| Hearing impairment, IDEA Section 618 child count, Florida | 3,933 | SY 2024-25 (fall snapshot) | Source 54 | 203 ages 3 through 5 (not in kindergarten) plus 3,730 ages 5 (in kindergarten) through 21; deaf-blindness 5 and 94. A different instrument from the MPES (fall count, ages 3 to 21, federal category definitions); carried beside it, not reconciled |
| Educational environments by disability category, hearing impairment, school age (IDEA 618) | Inside regular class 80 percent or more 2,733; 40 through 79 percent 270; less than 40 percent 379; separate school 124; residential facility 205; parentally placed in private schools 5; homebound or hospital 8; correctional facility 6 (the eight sum to 3,730) | SY 2024-25 | Source 54 | State-level file, Florida rows; deaf-blindness school age: 25, 11, 20, separate school 20, residential facility 15, homebound or hospital 3 (94). The state publishes no environments table by exceptionality (v1.0's finding, held for the state); the federal file does, and the series carries it for Florida for the first time |
| FSDB deaf or hard of hearing membership (MPES, district 68) | 334 | SY 2024-25 | Source 1 | 148 visually impaired, 28 dual sensory impaired, 510 total disabled; 336, 146, 31 and 513 in 2025-26 (source 2) |

District 68 does not appear in either district table |
| Placement criteria for deaf and hard of hearing students (FRM-005 section 4) | Not published: no criteria or decision framework for placing a deaf or hard of hearing child at FSDB, in a district program, or in an auditory-oral or other private program is published by the department, the school or the Department of Health | 2026-09-27 | Source 40 | The department's guidance letter says "After eligibility is determined, the IEP team may recommend placement in either the local school district or FSDB" (source 40); FSDB's eligibility page states audiometric and residence criteria for admission, not placement (source 76); the DOH resource guide presents parents' narratives of each route and sets no criteria (source 65); s. 1002.391 makes an auditory-oral program a school of choice for an implanted or aided child aged 3 to 7 (source 23). The finding stands from v1.0 and every state of the series |
| Educational environments by disability category, as the state publishes them | Not published by the state on the run date | 2026-09-27 | Source 51 | The BEESS data page publishes the 2025 Databook (assessment participation) and the SPP/APR; the MPES workbook is a race and ethnicity table by district and carries no environment; the federal 618 state-level file is the only published environments-by-category source (the indicator above) |
| Latest published exceptionality count | MPES 2025-26 Final Survey 2 (the February 2026 survey), published on the Students page | SY 2025-26 | Source 4 | No 2026-27 survey exists on the run date; the 2024-25 workbook is the baseline year under VER-002 section 8 |
| Publication against identified population | 3,681 of 3,963 identified deaf or hard of hearing students (92.9 percent, visible counts) are in units coded PROGRAM | SY 2024-25 | Source 1 | Computed in the build from fl_data.py and the MPES district table: 37 PROGRAM units carry a printed number and 4 carry the suppression mark. v1.0 carried no such measure on the 2024-25 base. The measure is high because the large districts publish: the five NONE FOUND units with ten or more identified students are Bay (36), Highlands (17), Suwannee (14), Sumter (11) and Florida Virtual School (11), 89 students in all |
| Operator silence, both directions | Direction one: RMTC-DHH, FDLRS and FSDB Outreach publish no served-district list; direction two: 19 of 82 units name a statewide provider on their own pages, 15 of them FDLRS, 3 RMTC-DHH, 2 FSDB, 2 the Educational Interpreter Project | 2026-09-27 | Source 93 | fl_data.py statewide_provider_named (a unit may name more than one); the mechanism column names FDLRS on 10 units and RMTC-DHH on 1 |
| Directory route flags (D-043), count of the 82 rows | 12 flagged: 8 no website in the state directory; 3 listed address redirects to a new domain; 1 listed address did not answer | 2026-09-27 | Source 126 | 70 units read at the listed address; the eight without a directory website are the school of hope operator and college and university sponsor LEAs and the DJJ district (80, 82 to 88), reached at the MSID district office address (80), at the sponsored schools' sites from the MSID school rows (82, 84, 85, 86), by the compiler-only D-039 search (83, 87), or not read because no school operates (88); Highlands (28) was read at v1.0's www2 host after the listed host served 404 on every page (fl_data.py directory_route_note) |
| Family Empowerment Scholarship for Students with Unique Abilities, students and payments | 115,428 students; $1,169,614,276 | SY 2024-25 | Source 72 | Auditor General report 2026-046, Table 3, "Source: Department records"; the administrator's fact sheet gives 122,051 funded students for the same year (source 125), unreconciled (flag F-15); no count by disability category is published by the state; the administrator's chart legend reads "Hearing Impaired: 0.8%" with no base or year (source 123) |
| Newborn hearing screening and early intervention (CDC EHDI survey, Florida row) | 99.0 percent screened (222,444 of 224,611 births); 307 with permanent hearing loss; 138 diagnosed before 3 months; 162 enrolled in early intervention (52.8 percent); 92 with an IFSP before 6 months; loss to follow-up at diagnosis 1,134 (28.1 percent) | 2022 | Source 59 | State-submitted data as the CDC reports it; the state's own pages publish no screening, referral or diagnosis counts (sources 63 and 64); 2021: 216,536 births, 300 with permanent hearing loss, 163 enrolled (54.3 percent) |
| Early Steps children served | 35,933 | FY 2024-25 | Source 60 | "actively served with an IFSP"; 62,397 active children; no count by hearing loss |
| FSDB staff sign language proficiency (Auditor General finding) | 357 employees required ASL skills; 229 had achieved the required level; 8 awaited results; 42 had not taken or timely retaken the assessment | as of July 17, 2025 | Source 69 | Report 2026-043, Finding 1; "Nineteen of the 42 employees were also noted in our audit report Nos. 2023-073 or 2021-020"; the same finding in 2023-073 (Finding 1) and 2021-020 (Finding 2, as of April 2019: 11 post-2017 hires and 44 earlier employees behind) |
| Charter carve-out sweep (s. 1002.33 class exclusion tested) | 745 charter schools in the MSID 2026-27 active file; none publishes a DHH program, department, classroom or DHH-specific staff position; 609 NONE, 8 MENTION, 1 ASL course (Florida Cyber Charter Academy), 7 listed at the sponsoring district's site, 58 unreachable by both routes, 7 malformed addresses, 1 not tried in the browser, 54 with no website in MSID | 2026-09-27 | Source 7 | 04_Verification/closure_2026-09-27/charter_sweep; the finding is about publication at the listed address on the run date and says nothing about enrollment (charter students are counted in the sponsoring district's MPES row) |

| Channel | Status | Amount | Fiscal year | Enacted or appropriated | Instrument | Citation | Note |
|---|---|---|---|---|---|---|---|
| Named appropriation / budget line | Populated | $68,302,007 | FY 2024-25 | Enacted | General Appropriations Act for FY 2024-25 (HB 5001, 2024; chapter 2024-231), Specific Appropriation 107, SPECIAL CATEGORIES, FLORIDA SCHOOL FOR THE DEAF AND THE BLIND, in the Department of Education's appropriation | Chapter 2024-231, Specific Appropriation 107, PDF page 35 (source 30): General Revenue 63,188,999; Administrative Trust Fund 5,000; Federal Grants Trust Fund 2,385,274; Grants and Donations Trust Fund 2,722,734; the four sum to 68,302,007. Specific Appropriation 109 (transfer to the Department of Management Services for human resources services): 188,416 GR and 43,348 ATF | FSDB is a named special category line in the department's budget and a state agency of its own (s. 1002.36); it sits outside the FEFP. FY 2025-26 (SB 2500, 2025; chapter 2025-198; source 31): Specific Appropriation 113, GR 74,659,956; ATF 5,000; FGTF 2,843,303; G&D TF 2,765,470 (80,273,729); 113A 198,518 GR and 49,160 ATF (247,678). The department's 2026-27 Legislative Budget Request (source 34) carries line 113 at 80,273,729 for 2025-26 and 81,216,918 requested for 2026-27 (the 943,189 increase is four replacement buses), 113A 247,678 both years; the GAA figures and the Greenbook's 2025-26 column agree to the dollar. The Greenbook's prior-year column for item 113 reads 2024-25 $70,085,112; 2023-24 $65,280,930; 2022-23 $59,321,890, which is not the 2024-25 act's line (68,302,007): two instruments, not reconciled (flag F-15). No FY 2026-27 General Appropriations Act was enacted on the run date (HB 5001 of 2026 died in conference on 13 March 2026, as agent R2 read the bill page; not re-read by the compiler; no 2026-27 figure is carried). Both acts carry the proviso that the school contract for health, medical, pharmaceutical and dental screening and report to the Legislature by June 30. Position established: the school's state funding is a single named line, enacted each year, and its size can be read to the dollar. |
| General formula funding (FEFP) reach to the state school | Not applicable | FY 2024-25 | Not stated | Florida Education Finance Program 2024-25 Final Calculation and 2025-26 Fourth Calculation | Sources 37 and 38: the district tables run from district 67 to 69 with no district 68 row; s. 1002.36(1): the school "shall be funded through the Department of Education" | FSDB sits outside the FEFP: it is funded by the named line above and appears in no FEFP district table. The FEFP is the channel for the 67 county districts and the special districts that receive it, and the only FEFP component named for exceptional students is the ESE Guaranteed Allocation (the next channel). | |
| Special education funding mechanism | Populated | $1,293,529,266 | FY 2024-25 | Enacted | The Exceptional Student Education (ESE) Guaranteed Allocation inside the FEFP; the matrix of services cost factors for ESE support levels 4 and 5 (programs 254 and 255); the four special consideration points of s. 1002.391(4) for a deaf student in an auditory-oral program | FEFP 2024-25 Final Calculation (source 37) and 2025-26 Fourth Calculation (source 38); s. 1002.391(4) (source 23); the FES-UA award table by matrix level (source 124) | No cost factor for a hearing level is printed in either calculation: the ESE support levels 254 and 255 are matrix levels, not exceptionalities, so the hearing impairment share of the allocation is not published and cannot be derived. The market instrument prices the same matrix levels (FES-UA level 4 and 5 awards by county, source 124). The one hearing-specific weight in statute is the four special consideration points for an auditory-oral placement (s. 1002.391(4)), a weight for one communication approach. |
| High-cost / catastrophic aid | Not published | n/a | Not stated | FEFP 2024-25 Final Calculation and 2025-26 Fourth Calculation read for a catastrophic or high-cost component; s. 1003.57 read for cost sharing | Sources 37, 38 and 13 | None located: neither calculation carries a catastrophic or excess-cost pool for exceptional students beyond the ESE Guaranteed Allocation and the matrix cost factors, and s. 1003.57(1)(b) provides for instruction "in cooperation with other district school systems, or through contractual arrangements" without a state aid mechanism. What was not searched: the FEFP statute (s. 1011.62) in full and the department's FEFP technical notes. What would close the gap: a department statement that no such pool exists, or the discovery of one in the FEFP statute or a budget document. | |
| Federal flow-through | Populated | $191,828 | FY 2024-25 | Enacted | IDEA Part B state-level funds through the department's IDEA-funded state projects: RMTC-DHH and FIMC-VI (Federal Grants Trust Fund allocations, SA 106 of chapter 2024-231 and SA 112 of chapter 2025-198), FDLRS Associate Centers, and FSDB's own Federal Grants Trust Fund line | Chapter 2024-231, SA 106, printed pages 32 to 33 (source 30): Federal Grants Trust Fund allocations RMTC-DHH (s. 1003.55) 191,828 and FIMC-VI 270,987; General Revenue allocation FDLRS Associate Centers (s. 1006.03) 577,758; FSDB Federal Grants Trust Fund 2,385,274 (SA 107). Chapter 2025-198, SA 112 (source 31): the same three allocations from the same funds; FSDB 2,843,303 (SA 113). The 2026-27 Legislative Budget Request, rows 322 to 340 (source 34): RMTC-DHH 191,828 requested | The headline is the FY 2024-25 act under D-075 (the state fiscal year funding SY 2024-25); the FY 2025-26 act and the 2026-27 request are carried in the series. The act allocates FDLRS Associate Centers from general revenue, not the trust fund, in both years; it is carried here because the IDEA-Funded State Project Guide (source 39) lists FDLRS as an IDEA-funded state project, and the two statements are recorded without resolution. Florida's statewide IDEA Part B and Part C allocations were not read: the U.S. Department of Education's allocation tables at ed.gov refuse the fetch tool (403) and were not read in the browser on the run date; the amounts are a records request row, not a figure in the series. RMTC-DHH's own pages state the funding source (the department, IDEA Part B, "through an agreement with" FSDB) and no amount; the act's line is the amount. |
| Interagency, tuition, and residential mechanics | Populated | n/a | Not stated | s. 1002.36(4)(e)5; FSDB's Statement of Agency Organization and Operation, eligibility, boarding and transportation pages; s. 1003.57(1)(b) | s. 1002.36(4)(e)5 (source 11): bedding, clothing, food and medical attendance "without cost to their parents, except that the board of trustees may set tuition and other fees for nonresidents"; the eligibility page (source 76): out-of-state students "are charged an out-of-state tuition"; the transportation page (source 87): "FSDB provides transportation services free of charge for day and boarding students" | In-state placement at FSDB is free to families and no inter-district tuition mechanism to FSDB was located; the resident district's IEP team may recommend FSDB after the school's admissions eligibility team finds the child eligible (source 40); boarding, weekend bus service and campus transport sit inside the school's own line. s. 1003.57(1)(b) lets districts serve exceptional students "in cooperation with other district school systems, or through contractual arrangements" and compels no district to serve another's pupil; no regional program statute exists (believed fact 13 re-tested and held). | |
| The market layer | Populated | $1,169,614,276 | FY 2024-25 | Not stated | Family Empowerment Scholarship for Students with Unique Abilities (FES-UA), s. 1002.394, an education savings account administered by scholarship-funding organizations | Auditor General report 2026-046, Table 3, "Source: Department records" (source 72): 2021-22 26,743 students, $248,182,732; 2022-23 74,446, $673,499,454; 2023-24 93,925, $939,480,544; 2024-25 115,428, $1,169,614,276. s. 1002.394(2)(e) ("a hearing impairment, including deafness"), (8)(a)11 (the quarterly report to the department must include "the disability category of program participants"), (10)(b)3.g (the FAPE waiver) (source 15) | The instrument is open to deaf and hard of hearing students by name, and whether they use it is not knowable from public data: the statute requires the category to be reported to the department; the department publishes no FES-UA quarterly report (its Facts and Figures page lists McKay quarterly reports ending June 2022 and FTC reports ending June 2023, sources 50 and 47; the last McKay report tabulated 22,151 IEP students by primary exceptionality with no hearing category, source 46); the administrator publishes "Hearing Impaired: 0.8%" on a chart with no base and no year (source 123) and 122,051 funded students for 2024-25 against the department's 115,428 paid (flag F-15). The Auditor General found 341 accounts holding $2.2 million in excess FES-UA funds in the third quarter of 2024-25. Award amounts by matrix level and county for 2026-27 are published by the administrator (source 124); the 2025-26 table is not. |
| Statutory channel to the listening and spoken language sector | Populated | $2,500,000 | FY 2024-25 | Enacted | s. 1002.391 (auditory-oral programs as a school of choice; the Bridge to Speech Program); General Revenue lines Auditory-Oral Education Grant Funding and Bridge to Speech (SA 106 of chapter 2024-231; SA 112 of chapter 2025-198); four IDEA-funded state projects (Clarke and the University of Miami) | Chapter 2024-231, SA 106, printed pages 32 to 33 (source 30): Auditory-Oral Education Grant Funding 750,000, recurring General Revenue, and $1,750,000 in recurring General Revenue funds "for the Bridge to Speech Program pursuant to section 1002.391", "contingent upon HB 5101 or similar legislation becoming law". Chapter 2025-198, SA 112 (source 31): 750,000 and 1,750,000 as listed allocations. s. 1002.391(5) (source 23). 2026-27 Legislative Budget Request (source 34): both lines, both years | The headline is the FY 2024-25 act under D-075; the FY 2025-26 act and the 2026-27 request are carried in the series. The FY 2024-25 Bridge to Speech proviso is contingent on HB 5101 or similar legislation; the Index records the proviso's words and does not establish whether the condition was met, nor which chapter HB 5101 became (s. 1002.391's history line, source 23, is the statute's own record). A public channel to one communication approach by statutory definition (a program that "relies solely on listening skills"), for children aged 3 to 7 with an implant or assistive hearing device, at published tuition rates up to the funds available. No counterpart instrument funds an ASL-medium private placement; the one ASL-medium private school reaches public money through FES-UA. The standards and the supply behind a Deaf child's classroom: the qualification the state requires of an educational interpreter, the training and preparation programs, the teacher of the deaf credential, shortage designations, the paraprofessional, intervener, and audiologist standards, and the special education workforce. Each figure is as published; no ratio is computed.

|---|---|---|---|---|---|
| Educational interpreter qualification required in K-12 | Not published | Not published | 2026 | Source 101 | No State Board rule names educational interpreters (the chapter 6A-6 rule list was read by agent R3 and the four rules captured carry none); NAIE's Florida page: "As of the date above, this state does not have standard requirements or requirements could not be verified" (last verified 03/09/2023); RID's state-by-state page: "Currently there are no licensing requirements for sign language interpreters and transliterators" (source 102); FRID: RID national certification recognized and the EIPA pathway "went into moratorium effective January 1, 2016" (source 103). The department's Educational Interpreter Project trains and pays stipends toward the EIPA and NIC without a state requirement (source 39). |
| Interpreter training programs in the state | Published | University of North Florida, ASL/English Interpreting program (B.S. and M.S. tracks including "Educational Interpreting"), the one Florida program on the CCIE accredited list | 2026 | Source 105 | CCIE's list (source 104) gives UNF's old address, which returns 404 (source 106); the current page is under /silverfield/ (source 105). The community college programs the brief named answered 404 to the agent and were not re-read. |
| Teacher of the deaf and hard of hearing credential | Published | Certification in Deaf or Hard of Hearing (Grades K-12), Rule 6A-4.0172, F.A.C. | Teacher of the deaf supply as the state publishes it | Not published | Not published | SY 2024-25 | Source 51 | No count of teachers holding or assigned under the Deaf or Hard of Hearing certificate is published on the BEESS data page or in the MPES suite; the federal personnel table counts special education teachers without a disability area. A count of active certificates is a records request row. |
| Shortage designation (federal teacher shortage area list; state list) | Published | Federal TSA report, Florida: Special Education, Generic Special Education, for 2025-26 and 2026-27; no hearing line. State: the State Board's Identification of High Demand Teacher Needs Areas for 2026-27 folds Hearing Impaired into the Exceptional Student Education designation | 2026-27 | Source 110 | Source 42 for the State Board document; the department's critical teacher shortage page v1.0 held returns 404 (stale web finding). |

82 units: the 81 districts with a district office row in the department's Master School ID (MSID) 2026-27 Active Schools file plus one district that the entry page's district select lists and the Active Schools file does not (88 SUCCESS ACAD, a school of hope operator LEA with a district office opened 07/01/2026 and no active school, coded NOT OPERATING under D-045). The 81 are the 67 county school districts (01 to 67) and fourteen special districts: 68 DEAF/BLIND (the Florida School for the Deaf and the Blind, its own district in state data), 71 FL VIRTUAL, the four university developmental research school districts (72 FAU LAB SCH, 73 FSU LAB SCH, 74 FAMU LAB SCH, 75 UF LAB SCH), 80 IDEA PUB SCH (a school of hope operator LEA under s. 1002.333(6)(a)), 81 TSC, 82 FSU BAY, 85 MDC CHARTERS, 86 PHSC K12 and 87 UWF (college and university charter sponsor LEAs under s. 1002.33(5)(b)6), 83 DJJ DISTRICT (the Department of Juvenile Justice's education district) and 84 KIPP SOUTH (a school of hope operator LEA). The roster was fixed from the MSID Active Schools file (4,786 rows, 38 columns; every one of the 81 has a district office row and at least one active school) and checked against the department's School Districts list (80 entries; omits 80 and 88) and the charter portal's Sponsoring Entities list (74 rows); the three instruments do not agree above district 67 and the MSID file was ruled the roster instrument by the program lead on 27 September 2026. No unit is OUT OF FRAME, none is NOT AUDITED, none is NOT VERIFIABLE after attempt one, and one is NOT OPERATING. Against v1.0's frame of 77: 84, 85, 86 and 87 are new LEAs under the two statutory carve-outs and 88 is new and not operating; every one is a frame change with cause re-audit in the delta table. Florida has no regional special education unit that operates programs: the 18 FDLRS associate centers (s. 1006.03) carry no deaf or hard of hearing function and are carried as the regional_unit of every county district row rather than as audit units. Private schools, including the listening and spoken language sector and the one ASL-medium private school, are not local educational agencies and are documented as entities (FL-011 to FL-015) and as the market layer's destinations, not audited as units; no count of private schools serving DHH students is published (the administrator's fact sheet counts 2,076 participating private schools of every kind, source 125).
| Class | Count | Basis |

| Charter schools other than those whose sponsor or operator is itself a local educational agency (s. 1002.33, s. 1002.333, s. 1002.34, Florida Statutes) | 745 | s. 1002.33(1) makes charter schools public schools within the state's program of public education and each is a school within its sponsoring district; the two carve-outs that make a sponsor or operator an LEA for federal funds (s. 1002.33(5)(b)6 for a state university or Florida College System institution; s. 1002.333(6)(a) for a school of hope operator) are the units 80 to 82 and 84 to 88 of the frame. The class exclusion was tested: a sweep over all 745 charter rows of the MSID 2026-27 active file (710 regular, 20 conversion, 13 schools of hope, 2 charter technical career centers) by fetch and then in the rendered browser found no charter publishing a DHH program, department, classroom or DHH-specific staff position of its own (04_Verification/closure_2026-09-27/charter_sweep; flag F-13; the counts sit beside the portal's 746 and the department's "over 739" in flag F-02) |
Florida runs one school for both populations on one campus under one board, one statute (s. 1002.36), one appropriation line, one boarding program and one Parent Infant Program with two arms; FLDOE's own school list gives the campus five schools, three deaf-side (Deaf Elementary, Deaf Middle, Deaf High) and two blind-side (Blind Elementary/Middle, Blind High), with an Early Learning Center. The boundary therefore runs inside the institution: separable are the MPES exceptionality counts for district 68 (334 deaf or hard of hearing, 148 visually impaired, 28 dual sensory impaired in 2024-25), the Board report's departmental enrollment (331 Deaf Department, 146 Blind Department, 11 ELC as of 09/08/2026) and the two Parent Infant Program counts (626 DHH, 237 Blind as of 9/4/2026); not separable are the appropriation (SA 107 and 113), the capital lines, the boarding and transportation programs, the staff and the accreditation. The state's exceptionality split and the school's departmental split are held side by side and never reconciled. Outside the campus, the blind counterparts are FIMC-VI (inside Hillsborough County Public Schools, funded at 270,987 on the same Specific Appropriation as RMTC-DHH) and the Division of Blind Services (inside the department); both are documented only to the extent needed to justify their exclusion (FL-023, FL-024). Dual sensory impairment is its own eligibility (Rule 6A-6.03022) and the federal deaf-blind project (FAVI, FL-009) is documented as the technical assistance provider, not a school.
Every normalization applied in this run: the FRM-004 set and the state's own standing false positives, as the file records them.
Every unit was read twice on 27 September 2026: a first pass by a fetch fleet (seventeen chunks FL01 to FL17, two agents at a time, WebFetch only, briefs read from disk, honest failure rows; 80 first-pass rows) and a closure pass in the owner's rendered Chrome with the Florida closure probe (fl_closure_probe_v1_2026-09-27.js: the home page read live, then same-origin fetches of linked pages, with client-side shells rendered in a same-origin frame; 137 probe payloads ingested). Every code rests on the rendered read; the fetch row's code is kept in the closure rows file's code history (41 changes against the fetch pass, 22 of them from NOT VERIFIABLE). Apptegy-hosted sites render staff lists, accordion panels and some list blocks by script after load, so the closure added a live render sweep (fl_live_sweep_v2_2026-09-27.js: every page in a same-origin frame with scripts run and panels expanded) over the 24 Apptegy-hosted units (flag F-07); hash-routed pages (dhh.dadeschools.net) and accordion pages (Okaloosa job descriptions, Martin contacts, Sarasota disabilities list, Monroe ESE staff) were captured from the live tab after the panels were opened by script; job description PDFs were fetched same-origin on their file hosts and held as served with digests and text renderings; Chrome throttles timers in a background tab, so the live sweeps ran one at a time in the foreground tab. Container shell HTTP is prohibited by session policy and was not used; no agent used web search; the compiler ran the D-039 search for two units whose listed address was missing or failed (83 DJJ District; 87 UWF, whose MSID school row host serves a TLS hostname mismatch that was not bypassed). Route and click depth: the fetch pass recorded the visible navigation labels to the page it read and its depth, and those are carried where the closure code rests on the same page or the code is NONE FOUND; where the closure code rests on a page the probe reached by a sitemap or a linked-page link, the route field is empty and the depth is not measured. Staff positions are counted from the pages the code rests on, not from a full directory read, so staffing-based PROGRAM evidence may be undercounted in districts whose directories are client-side applications. The ASL course column was not measured (course catalogs were not read) and carries not found on every read unit with that caveat; the one charter-published ASL course is in the charter sweep. The identified counts are the MPES 2024-25 Final Survey 2 district table, in which 23 district cells are suppressed (groups under 10) and 13 frame units are absent; the 2025-26 workbook is carried beside it. The charter sweep over the 745 could not read 120 rows (58 addresses dead or misdirected, 7 malformed, 1 not tried in the browser, 54 with no address in MSID) and its finding is about publication at the listed address. Three v1.0-era reads were not repeated on the run date and are recorded as such: the ed.gov IDEA allocation tables and the OCR resolutions pages refuse the fetch tool and were not read in the browser; the classroominterpreting.org state page and the 2019-20 Gardiner report were not re-read (flag F-17). One secondary page (the Fort Myers deaf service center) was read but its DOM download was blocked by the browser, so it is not a source.

September 28, 2026, cause: re-audit
Rebuilt at SY 2025 (School Year 2024 - 2025) (the MPES February survey, Final Survey 2) under the third-generation prompt. The frame reached 82 units: the 81 districts with a district office row in the department's MSID 2026-27 file (67 county and 14 special districts) plus one school of hope operator opening in 2027-28, coded NOT OPERATING; every readable unit read twice on one day, by a fetch fleet and in the rendered browser, coded 41 PROGRAM (19 weak), 13 MENTION, 27 NONE FOUND, zero NOT VERIFIABLE and zero NOT AUDITED. Against v1.0: 10 rows up, 15 down (14 on the framework ground that a recital of the state's eligibility definition is not the unit's own content), 10 flag changes, 5 rows new (the delta table, trail section 12); publication against identified population 92.9 percent (3,681 of 3,963) on the 2024-25 base, against v1.0's 92.0 on the 2025-26 base. New in this version: the 2024-25 MPES workbook opened for the first time and every count re-based to it (statewide 3,963, FSDB 334, with 2025-26 beside); the federal IDEA 618 environments and personnel files read at data.ed.gov; both enacted General Appropriations Acts read in full for the school's line (68,302,007 for 2024-25 and 80,273,729 for 2025-26); Rule 6D-3.002 read from the rule text, moving the school's admission criteria to their rule; the two listening and spoken language lines traced to their instruments; the Auditor General's four reports read directly; the charter class exclusion tested over all 745 charter rows; the workforce block, the plain-language summary, the fiscal series on every channel, the per-row collection under the contract and the D-043 directory route fields (12 flagged); 131 sources with 72 archive snapshots. Corrections to v1.0: the audiometric criteria v1.0 quoted for Rule 6A-6.03013 are in Rule 6D-3.002 (cause: source version); v1.0's reconciliation of the school's departmental split with the state's exceptionality split rested on a document no longer linked.
