Delaware runs its deaf education through one school district. The Delaware School for the Deaf in Newark, founded in 1929 and known for most of its life as the Margaret S. Sterck School, belongs to the Christina School District, which also runs the Statewide Programs for the Deaf, Hard of Hearing and Deaf-Blind: an outreach service for every district in the state, an early learning program for children from eighteen months, a deaf-blind program and an educational audiologist.
The school counted 105 students in September 2025, teaches in American Sign Language and English, and keeps a weekday residence hall for students from the southern half of the state. The state budget names the school in a small line each year, about 146,000 dollars for the residence, contracts and a preschool summer program, while the school's main funding comes through the ordinary unit formula and through tuition that Christina bills to itself and to other districts. In the 2024-25 school year the federal count found 285 Delaware children with a primary classification of hearing impairment and 50 who are deafblind; about a third of the school-age children with hearing impairment were in a separate school.
We read the website of every one of the state's 41 districts and charter schools and three related schools. Three publish their own deaf education staff or service, Christina as the operator, Appoquinimink with an itinerant service and Caesar Rodney with a single listed specialist. Eight mention deaf or hard of hearing students only in an eligibility list, a screening schedule or a staff list. The rest publish nothing on the subject, and none of them names the state school as its provider. The state does not publish how many deaf children each district serves, so where those children are cannot be shown from public records.

Every row is viewable here. The workbook with every sheet is part of the licensed state file.
Counted in both directions for each statewide provider: the provider's own published count, and the agencies in frame that name the provider as a Deaf and hard of hearing service mechanism, named outright.
No agency in frame names this provider.
As of October 8, 2026, the release date of this version.
The state does not publish counts by agency, so this measure is not reported; it is never supplied where the state does not publish them (FRM-005 section 3).
The FRM-002 measure is not supported for Delaware. The numerator cannot be formed because no agency-level identified count exists; the statewide 285 (federal) is the only denominator. What can be said is that the one unit publishing a deaf education school (Christina, the operator of the Delaware School for the Deaf) counts 105 pupils in the school's complex unit at the September 2025 count, that 86 school-age pupils with hearing impairment and 17 early-childhood pupils were in a separate school in fall 2024 in the federal file, and that no LEA other than Christina publishes a count.
| Indicator | Value | Year | Source | Note |
|---|---|---|---|---|
| Identified population, hearing impairment and deaf-blindness (federal 618, fall 2024) | hearing impairment 285 (253 school age, 32 early childhood); deaf-blindness 50 (48 school age, 2 early childhood) | 2024-25 | Source 5 | The state-level federal file read in the browser as a byte original (the v1.0 run could not retrieve it). The state's own last category count is 2017-18 (source 7). |
| Educational environments, hearing impairment, school age (federal 618) | of 253 pupils aged 5 to 21: 139 inside regular class 80 percent or more of the day, 17 at 40 to 79 percent, 9 under 40 percent, 86 in a separate school, 1 in a residential facility, 1 homebound or hospital, 0 correctional, 0 parentally placed in private schools; early childhood 32: 17 separate school, 5 separate class, 9 in a regular early childhood program at least 10 hours, 1 other location | 2024-25 | Source 5 | 86 of 253 (34.0 percent) in a separate school; the 2017-18 state file printed 56 of 201 (27.9 percent). |
| The state's last count by disability category | hearing impairment 201 (ages 6 to 21): 113 inside regular class 80 percent or more, 16 at 40 to 79 percent, 14 under 40 percent, 56 separate school, 0 residential, 2 homebound or hospital, 0 correctional, 0 parentally placed; deaf-blindness 47 | 2017-18 | Source 7 | The Department's 2024-25 and 2023-24 environment tables are by age and by race only; the 2020 table by disability and age is the last by category after 2017-18 (source 8). No current Delaware instrument shows where deaf and hard of hearing pupils are placed. |
| Identified population by agency (publication measure) | NOT PUBLISHED | 2024-25 | Source 1 | The open data portal's only disability field is a binary students-with-disabilities flag; the unit count prints basic, intensive and complex units, not categories; the Department's tables carry no category. The FRM-002 measure is not computable (PUBLICATION_MEASURE). |
| Hearing impairment eligibility (audiometric gates) | "A permanent conductive, sensorineural or mixed hearing loss of 20 dB HL or greater at 2 or more frequencies between 500-6000 Hz, either unilaterally or bilaterally", a fluctuating loss greater than 20 dB HL persisting more than six months, or auditory neuropathy spectrum disorder; eligible from birth to the diploma or the school year of the 22nd birthday | 2026 | Source 15 | 14 DE Admin. Code 925 section 6.10; the classification is one of twelve (6.5.1) and one of the four birth mandate classifications (the Department's page, source 26). |
| Placement criteria and IEP communication considerations | the district or charter school "shall expressly consider" the child's communication mode or language, a sufficient number of language peers, deaf or hard of hearing adult models, direct language access to teachers of the deaf, interpreters, psychologists and educational audiologists proficient in the child's mode, communication-accessible instruction and school life, informed parental decisions, and assistive technology; "No child who is deaf or hard of hearing shall be denied the opportunity for instruction in a particular communication mode or language solely because another ... was originally chosen" | 2026 | Source 12 | 14 Del. C. section 3112 (the 2010 Bill of Rights, 77 Del. Laws c. 474). No published criteria for choosing between the school and a mainstream placement beyond this section and the generic rules of 925 (the absence stands from v1.0). |
| Language and literacy development law (LEAD-K-type) | none enacted; the nearest instrument is the 2010 Bill of Rights (section 3112), which carries no language milestone assessment or reporting duty | 2026 | Source 12 | The v1.0 search of the 2017 to 2020 sessions found no LEAD-K bill; no new instrument was found on the bill pages read in this run. |
| American Sign Language as world-language credit | "American Sign Language shall be recognized as and considered a world language for purposes of school curriculum and any course of instruction involving any school district or public school in the State of Delaware" (14 Del. C. section 4135, 2010); regulation 505 names ASL among world languages for the graduation requirement | 2025 | Source 40 | Units publishing an ASL course or club on their own sites in this run: Appoquinimink (world language, v1.0 record carried), Polytech (ASL club and an ASL teacher); Providence Creek's K-8 ASL page of v1.0 answers 404 on 8 October 2026. |
| Delaware School for the Deaf, certified enrollment and units | 105 pupils, 40.380 units, all in the complex unit (PreSch 0, Intensive 0, Complex 105) | SY2025-26 | Source 2 | September 2025 count published November 2025; byte-identical to the container copy read at stop two. The SY2026-27 count is published in November. |
| Newborn hearing screening (CDC EHDI) | 11,376 occurrent births; 11,113 screened; 292 not passing; 11 identified deaf or hard of hearing; 240 lost to follow-up or documentation (81.9 percent of those needing diagnostic evaluation) | 2022 | Source 30 | 2022 is the latest year on the CDC data page (25 March 2025). The Division of Public Health's own screening page of v1.0 answers 404 and no state counterpart figure is held. |
| National Deafblind Child Count, Delaware | 65 served during the year; 65 on the 1 December count | 2024 | Source 29 | A different instrument from the IDEA deaf-blindness category (50 in fall 2024, source 5; 47 in 2017-18, source 7); not reconciled. |
| Birth mandate for hearing impairment and deaf-blindness | Hearing Impairment and Deaf-Blindness are two of Delaware's four birth mandate classifications: Child Development Watch "will be immediately notify the local school district" at referral, and the district owes FAPE from birth; the 2020 referral process sets three pathways with the Statewide Program as evaluator by LEA consent | 2026 | Source 26 | The Statewide Programs eligibility page (source 24), the Department's category pages and the referral-process PDF (source 26), the Birth to Three Established Conditions List (source 31) and the PIC explainer (source 32) say the same. |
| Charter and roster changes in the audit window | one charter LEA closed: Bryan Allen Stevenson School of Excellence (charter revoked March 2026, closed June 2026; 208 pupils in SY2024-25); no charter opened for SY2026-27 (Explore DE, 23 campuses) | 2026 | Source 3 | NOT OPERATING under D-045 with last roster year SY2024-25; the Department's March 2026 closure release is on the v1.0 record (source 48). |
| Delaware LEAs in frame and operating | 41 LEAs (16 districts, 3 vocational-technical districts, 22 charters) plus 3 sub-entities, 44 rows; 40 LEAs operating; operating count for FEE-001 45 (40 LEAs, 3 sub-entities, 2 operator units) | SY2024-25 | Source 1 | State fall enrollment 142,495 in SY2024-25 (the state row); the fee row's pupil figure of 141,465 was settled by the owner on 8 October 2026 as the figure to carry. |
| Oversight: complaints, audits and resolutions | ACLU of Delaware complaint to the U.S. Department of Education Office for Civil Rights against the Department (filed 20 December 2023, amended 11 June 2024; no outcome on the pages read); House Resolution 20 of the 147th (Deaf Education Task Force, report 21 May 2014, the report not located); the Auditor's Christina construction attestation (DSD capital 2007 to 2010) and the 2025 unit-count performance audit (names neither the school nor Christina) | 2013 to 2026 | Source 35 | Sources 21, 22, 38 and 39 beside the ACLU pages. |

The tuition tax that funds the school's local share fell from $0.8903 to $0.2141 per $100 in FY2026 on the county reassessment, a recalibration of the base, not of the levy. |

The frame is every local education agency in the state's own enrollment file for SY2024-25, the last year the open data portal publishes (41: 16 geographic school districts, 3 vocational-technical districts and 22 charter schools, each charter its own LEA), confirmed by the SY2025-26 certified unit count (the same 41; the two Red Clay charters on their own lines; a Dover Air Force Base line that is a Caesar Rodney school pair) and by the Explore DE Schools directory (23 charter campuses; no charter opened for SY2026-27), with the Common Core of Data 2024-25 beside them; plus the 3 sub-entities audited separately at v1.0 (Charter School of Wilmington and Delaware Military Academy, reported inside Red Clay, and the Sussex Consortium under Cape Henlopen): 44 rows. The two operator units (the Delaware School for the Deaf and the Statewide Programs) are rows of the Schools & Programs sheet under Christina as fiscal agent, read as seeded sets, not LEA rows. Bryan Allen Stevenson School of Excellence (9615) is NOT OPERATING under D-045 (charter revoked March 2026, closed June 2026, last roster year SY2024-25), counted in the 44 and out of the operating total. Every row was read on its own website in the rendered browser on 3 October 2026, the eighteen thinner reads re-read as seeded sets on 8 October, the directory's website field compared with the host read (D-043), and every keyword hit reviewed by the compiler against its capture.
| Class | Count | Basis |
|---|---|---|
| CCD 2024-25 agency rows with 0 schools | 3 | Delaware Adolescent Program Inc. (service agency), Corrections - DOE and the Department of Services for Children, Youth and Their Families (state operated); not education units of the state's roster; read once for the record (source 46) with no deaf or hard of hearing content. |
| Unit count lines that are not LEAs | 1 | Dover Air Force Base (unit count code 14) is Caesar Rodney's Dover Air Force Base schools, not a separate agency. |
| Schools within units | 0 | Schools are not units; the unit count's school lines were used to place the School for the Deaf (105) and the Brennen School (426) inside Christina. |
Deaf-blindness is carried where the instruments name it: the federal 618 file prints 50 pupils with a primary category of deaf-blindness for fall 2024 (48 school age, 22 of them in a separate school and 10 homebound; 2 early childhood); the state's last category count prints 47 (2017-18); the National Deafblind Child Count prints 65 for 2024 on its own definition. The three are recorded, not reconciled. 14 DE Admin. Code 925 section 6.8 defines the Deaf-Blind classification with the 6.10 hearing gate and a visual gate; the deaf-blind program sits with the Statewide Programs under Christina, funded by four related services units under 14 Del. C. section 1716A.
Every normalization applied in this run: the FRM-004 set and the state's own standing false positives, as the file records them.
Six limitations bound this run. First, the identified population by local education agency is not published in Delaware and the FRM-002 publication measure cannot be computed; the federal 618 state file (fall 2024) is the baseline and the state's own category count stops at 2017-18. Second, the closure read is a keyword screen over the pages the probe reached (a per-unit page cap from the home page and the special-services paths; 405 pages on 3 October, 44 seeded pages on 8 October), so a program published deep in a site or inside a PDF the probe did not open can be missed; the seeded re-reads of the eighteen thinner units reduce but do not remove this, and five seed pages failed the same-origin fetch inside otherwise successful reads (both Red Clay charters, Laurel, Early College School's directory host, one Freire page). Third, the school's and the Statewide Programs' sites disallow automated fetching and were read as rendered seeded sets of 13 and 9 pages; the transition, LINK Center and several department pages were not among them. Fourth, the Register of Regulations answers its PDF paths with its JavaScript shell, so the regulations (764, 925, 1571, 1574) stand as rendered captures; the Christina FY2027 rate table is an image read by eye; the Part C grant letter does not print its amount and the Birth to Three child count is image-only. Fifth, several v1.0 pages were not re-read (the CEASD list, the Delaware Association of the Deaf, Hands & Voices, Nemours, the Department's 2023 and 2026 news releases, the portal's school-level series for the school) and stand on the v1.0 record, marked as such (source 48); the Division of Public Health's newborn hearing pages are gone and no successor was found. Sixth, no Internet Archive lookup was run in this run, so every source rests on the compiler's captures and digests alone; no unit is NOT VERIFIABLE and no deep-review mark is carried.
