Nobody is surprised, and nobody is singled out.

The calendar shows, for every jurisdiction, its next scheduled re-audit and the data-cycle date that re-audit follows, at least ninety days ahead. The same rule applies to every state, so the calendar is the answer to any question about timing.

The cycle the calendar follows

Federal and state data cycles

The Index follows the published data cycles it draws on: the federal child count and educational environments releases, the state fiscal year and the appropriation acts that fund each state school, and the dates on which statutes and rules take effect. When the next reporting cycle publishes, every released file is re-audited by scheduled re-audit, which is a major version, is preceded by update notice with the delta of every figure and code that changed, and carries the next baseline label. The Index records the cycle dates it follows; it does not set them.

NONE FOUND is a statement about publication, not about service delivery.

Obligations under IDEA are not evidence of a program.

Scheduled work

Re-audits, notice windows, releases, deposits

Every released file is re-audited at the next data cycle and in any case on the schedule the register shows. First releases and backfills follow file number order unless a commissioned build brings a state forward, in which case the register says so.

Dated work: notice windows and fixed dates

A notice's dates are published as days on the day the notice is sent: the day the window opens, the day it closes, and the planned release after it. They do not move once published; a release that follows later is recorded with its own date beside the planned one.

The same rule applies to every jurisdiction: each released file is re-audited when the next reporting cycle publishes, as a major version preceded by notice (VER-002 section 8).

Roadmap by target month

Read this first. The roadmap is a plan, not a commitment. Each month depends on the work before it being completed: the files in release form reaching release, each wave finishing its build, its notice window and its release, and the resources the program has at the time. A funded build of a state takes top priority, and the waves after it move to make room. When a wave is not finished in its month, it and every later wave move, and the roadmap is published again. No body named in a state file should treat a target month as a date the Index has committed to; the only dates published as days are a notice's, on the day the notice is sent.
