A State Partner is the state's education agency, its commission for the Deaf and hard of hearing, or its school for the Deaf, paying a fixed annual share of the cost of keeping the state's file current. The share buys the annual update, a briefing, comparison access, and a named acknowledgment. It buys no editorial input, and no figure, code, or frame decision changes because of it.
Both columns are the product
Acknowledgment is a named line on the state page and nothing more. A partner sees its file under notice on the same terms as the bodies named in it, and may propose corrections only through the correction route.

Defined, not discounted
Each is a defined product with fixed terms, disclosed on the funding page.
Reduced-rate state file license
For Deaf-led and disability organizations: the full state file at a reduced fixed rate. A defined product, not a discount, and it carries the same figures as every other copy.
Commissioned build
A state file built or updated ahead of the published calendar at the build cost; the requesting body is disclosed and the file is released on the same terms as every other.
National license
For institutions and commercial users, as two defined products: all fifty-one files, the national dataset at unit level, exports, the API, and re-audit alerts.
