    "plain_language_summary": "Hawaii runs its public schools as one statewide district, so no money moves between districts for a deaf student. The state's one school for deaf, hard of hearing, blind and deafblind children is the Hawaii School for the Deaf and the Blind in Honolulu, a department school where teaching is in American Sign Language and English, with a free dormitory and paid flights for children from the other islands. It enrolled 49 students in the 2024-25 school year, down from 62 in 2019-20; the department budgeted about 4.1 million dollars for it that year and spent about 3.9 million. The state counted 207 students with hearing impairment as their main disability in fall 2024, and the federal file shows 41 of the 185 of school age in a separate school. None of the forty charter schools, the only public schools outside the department, says anything on its website about serving deaf or hard of hearing students; one charter that operated in 2024-25, Kamalani Academy, has since closed. The department has fifteen positions for educational interpreters; at the end of 2024 three were filled, while an estimated 81 students needed interpreting. The state's list of credentialed sign language interpreters named twelve people living in Hawaii in June 2026 and none on Maui or Kauai. Hawaii has no interpreter training program, the 2026 bills to start one at the University of Hawaii did not pass, and no rule sets a qualification for interpreters who work in classrooms. There are no vouchers or education savings accounts, because the state constitution bars public money for private schools. Families can find support through the Comprehensive Service Center in Honolulu, the Department of Health's early intervention and newborn hearing screening programs, and two community organizations.",

        "statement": "The frame is the state's one local education agency, its fifteen complex areas and every charter school of the reference year: 57 rows. The instruments are the department's Official Enrollment Count SY 2024-25 (15 complex areas, 258 department schools, 38 charter schools), the federal CCD 2024-25 (one LEA, LEAID 1500030; 298 school rows, 40 charter flags) and the State Public Charter School Commission's Find a Charter School roster read on 15 October 2026 (40 schools). The 41 charter rows are the Commission's 40 and Kamalani Academy (school code 553), which operated in SY 2024-25 (110 pupils; CCD Open) and operates no school on the run date: NOT OPERATING under D-045, counted in the 57 and out of the operating total. Three of the Commission's 40 opened after the reference year (Namahana School, SY 2025-26; Parkway Village Preschool and Waikiki Community Preschool, SY 2026-27, Pre-K only) and stay in frame as units that exist on the run date. The Hawaii School for the Deaf and the Blind is a school of the department (code 470), an entity of the Schools and Programs sheet read as a seeded set, not a coverage row. Every charter was read on its own website in the rendered browser on 15 October 2026 and the eleven with keyword hits or a failed read were read again on 16 October; the department and the school were read as seeded sets; the Commission's website field was compared with the host read (D-043); every keyword hit was reviewed by the compiler against its capture.",

Deaf-blindness is carried where the instruments name it: the federal 618 file prints 1 school-age pupil with a primary category of deaf-blindness for fall 2024 (0 early childhood); the department's ADAPT viewer suppresses visual impairment and deaf-blindness (a residual of 38 against 20,572); the National Deafblind Child Count prints 56 served and 52 on the December 1 count for 2024 on its own definition (about 90 percent of its count have additional disabilities). The three are recorded, not reconciled. HAR 8-60-39(c) defines deaf-blindness as the deaf or hard of hearing criteria with the visual disability criteria and 'severe communication and other developmental and educational needs'; the Hawaiʻi and Pacific Deaf-Blind Project is a federal technical assistance grant at the University of Hawaii, not a placement.",

        "MENTION requires a hearing term on a held capture (FRM-004). Namahana School's FAQ names 'targeted special education services provided by Namahana staff as well as through the HIDOE area complex' with no deaf, hard of hearing, interpreter or sign language term, so the v1.0 MENTION moves to NONE FOUND with the mechanism recorded. "NOT OPERATING under D-045 is decided from the roster instruments: Kamalani Academy is in the department's SY 2024-25 count and the CCD 2024-25 (Open) and absent from the SY 2025-26 and SY 2026-27 counts and from the Commission's roster of 15 October 2026; its site still answers and was read on both days for the record.",

    ],
    "method_limitations": "The frame rests on three instruments read on 15 October 2026: the department's Official Enrollment Count SY 2024-25, the federal CCD 2024-25 and the Commission's roster; the complex areas are administrative regions that publish nothing of their own and are coded on their entries in the department's directory page. Every charter was read on its own website in the rendered browser (the Hawaii closure probe v1, 16 pages or 42 seconds a run, menus widened for the small charter sites) on 15 October 2026 Central, and the eleven units with a keyword hit or a failed read were read again on 16 October 2026 Central; the capture file names carry the UTC date, 16 October, for both days. Pages beyond the probe's budget were not read (queue_left in the probe records: up to 194 for the largest site). NONE FOUND is a statement about what a unit publishes, not about what it delivers: every charter pupil's FAPE is the department's under HRS 302D-30(b), and the department publishes no list of the schools its fifteen interpreter positions serve. The identified population is published at the state level only (the ADAPT viewer and the federal file); no count by complex area or charter exists, so the publication measure is not computable and every row carries null with the instrument named. The fiscal headline is FY 2024-25 under D-075, read from the department's own appropriation summary, which names itself a draft pending enactment of HB1800 CD1 (as of 25 June 2024); the appropriations act was not read; the per-pupil expenditure report (FINAL 12/11/2025) carries the actual. The school's SY 2024-25 financial plan is not served. The IDEA Part B and Part C award amounts for Hawaii were not retrieved. The Teacher Standards Board's licensing field lists are PDFs on a second origin, not read, so the teacher-of-the-deaf credential is recorded as not published with the instrument named. The Board of Education's Policy 900-5 (Rights of Students who are Deaf, Hard-of-hearing, or Deaf-blind) is listed in the Board's index and its text was not read. The Comprehensive Service Center's host serves about eight seconds a page; two of its pages timed out on both tries. The National Center on Deafblindness answered a plain fetch with its bot screen; its pages were read live and captured as rendered text. The Civil Beat count and the Data Book figures stand on the v1.0 record and were not re-read. Archive snapshots are requested at the release stage (archive_lookup.py), not during the audit.",

The Commission, DCAB, the CSC with the Deaf-Blind Project, the Department of Health and the two D-071 organizations were approved by the owner on 15 October 2026. Named without notice (D-044): the University of Hawaii beyond CDS, the Teacher Standards Board, the Legislature and the Auditor, Civil Beat, Kapiolani CC, the forty charters and Kamalani Academy. The seven addresses are each body's own published route; LOG-004 rows R-2026-035 to R-2026-044 were entered before the sends (D-068). The message before the notice went blind to all seven at 17:07 HST on 16 October 2026 and the seven notices followed at 17:08 (register 13, ids 105 to 111). The ten business day window in Hawaii Standard Time closed on 30 October 2026. No body responded and no route failed; the file is released as noticed.
