    "plain_language_summary": "Alabama educates most of its deaf and hard of hearing students in their local school systems and runs one state institution for the rest. The Alabama Institute for Deaf and Blind in Talladega, founded in 1858, operates the Alabama School for the Deaf, the Helen Keller School for students with sensory loss and additional disabilities, an outreach service that sends specialists into public schools across the state, ten regional centers that provide early intervention for infants and services for adults, and the state deafblind project. Alabama residents pay nothing for tuition, room, board or the buses home. The state counted 842 students with hearing impairment in October 2024, 150 of them in the Institute's own schools, and 874 a year later. The state budget gives the Institute about 85.6 million dollars for the year beginning October 2026, pays a separate 8.5 million dollar line for licensed interpreters and teachers of the deaf in the local systems, and names a private spoken language school and a school called Southwest School of Deaf and Blind in lines of their own. Of the 153 local systems, five publish a deaf program or a deaf education post of their own: Mobile County operates the Callahan School for the Deaf and Blind, Shelby County names a Deaf and Hard of Hearing department, and DeKalb, Jackson and Calhoun counties name a teacher of the hearing impaired. Fifty-six systems mention hearing impairment, mostly as a category on an eligibility list, and eighty-eight publish nothing about it on the pages read. Four could not be read on either day. The school for the deaf teaches in American Sign Language from preschool and also runs a listening and spoken language program, and no local system names the Institute's outreach service on its own site.",

        "statement": "The frame is every local education agency of the SY 2025 cycle (school year 2024 - 2025): the 139 city and county systems of the State Department of Education's roster (67 county, 72 city; the SBOE listing of 26 September 2025 and the Directory of Alabama Public Schools 2025) and the 14 public charter agencies that ALSDE codes as their own systems in the October 2024 and October 2025 child counts and the Common Core of Data 2024-25 lists as their own charter districts: 153 rows. Ivy Classical Academy (809) enters at v2.0 (in both counts and the CCD; omitted at v1.0). Independence Preparatory Academy (817) and I Dream Big Charter Schools (818) opened in 2025-26 (CCD 2024-25 status Future; October 2025 count only), were read once and not counted; they enter the frame at the 2025-26 cycle. Barnabas School of Leadership (814) is closed in the CCD with no schools and in neither count and was not read. The five CCD agency rows (Alabama School of Fine Arts 207, Alabama School of Cyber Technology and Engineering 209, Alabama Youth Services 210, Alabama School of Mathematics and Science 610, J. F. Ingram State Technical College 640) are outside the coverage table; 207, 209 and 210 were read once for the record with no deaf or hard of hearing content. The Institute (system 600 in the child count) is the operator, read as seeded sets, not an LEA row. Every row was read on its own website in the rendered browser on 6 October 2026, the failed addresses tried again and searched once on 8 October (D-039, D-040), the thinner reads re-read as seeded sets, the CCD website field compared with the host read (D-043), and every keyword hit reviewed by the compiler against its capture.",

The three are recorded, not reconciled. Admin. Code 290-8-9 defines the category; the state deafblind project is the Alabama Initiatives for DeafBlind Children and Youth at the Institute (AL-007), and the Helen Keller School serves the pupils with sensory loss and additional disabilities. A special education mechanism with no hearing term codes NONE FOUND with the mechanism recorded; seven v1.0 MENTION rows move on this rule.",

Each row carries both dates, the reason and the mark; the four are in the frame and out of the readable subset.",
        "D-043: the directory field is the CCD 2024-25 website field. Three print a street address (Bullock, Alexander City, MAEF): mistyped. Ivy Classical Academy's host did not resolve on 8 October; its 6 October read stands.",
        "The identified counts by system are the ALSDE October 2024 cells (hearing impairment and deaf-blindness), with October 2025 beside them in the note; a blank cell is read as zero because the printed cells and the Institute's row sum to the state total (842). The Institute's 150 are not on any LEA row (D-038: no count entered twice).",
        "The regional unit is the AIDB regional center whose published county list holds the unit's county; a city system's county is read from the ALSDE directory's regional inservice map (page 23 to 25), a charter agency's from its CCD city. The Birmingham center's five counties are the v1.0 record, marked as such; Hoover and Tallassee are placed under two counties by the map and carried under the first with the note.",
        "NONE FOUND is a statement about publication on the unit's own site, not about service delivery: every identified pupil is counted in a system, the Institute's outreach program serves pupils in local systems that publish nothing about it, and 88 units with 400 or more identified pupils between them publish no deaf or hard of hearing content on the pages read."
    ],
    "method_limitations": "Six limitations bound this run. First, the closure read is a keyword screen over the pages the probe reached (1,476 pages on 6 October across 148 units; the seeded and D-039 reads on 8 October), so a program published deep in a site or inside a PDF the probe did not open can be missed; the Mobile County and Shelby County program pages themselves were not reached and both rows rest on the district page that names them. Second, four units could not be read on either day and are NOT VERIFIABLE with the deep-review mark; their October 2024 cells are blank, so no identified pupil is outside the readable subset by the count, though the four systems count 400 identified pupils of all exceptionalities between them. Third, the identified count by system is read with a blank cell as zero because the printed cells sum to the state total; the Department does not print zeros, and a suppressed small cell would be indistinguishable from an empty one. Fourth, the fiscal layer reads the Education Trust Fund act, the Executive Budget Office reports and the Examiners' audits; how the 8,500,000 dollar interpreters and teachers line is allocated to systems, the state's total Part B award, the identity of the Southwest School of Deaf and Blind line and the Woolley Institute's program are not on the record. Fifth, the Institute's enrollment by school is not published; its system row (150, 144) is the figure carried, and the v1.0 pages of the Woolley Institute, the Association of the Deaf and Hands & Voices were not re-read. Sixth, the city-to-county placement comes from the Department's directory map, which places two systems under two counties; the regional unit of those rows is stated with the note. No Internet Archive lookup ran in this version.",
